Bogor Regent Rudy Susmanto has officially issued a policy for work from home (WFH) every Friday for civil servants (ASN) within the Bogor Regency Government (Pemkab). The WFH policy is outlined in Circular Letter (SE) Number 000.8.3/578-ORG dated 27 March 2026.

“The performance of official duties by ASN employees within the Bogor Regency Local Government after the holidays and collective leave for Eid al-Fitr 1447 H may be carried out through a work from home (WFH) scheme every Friday. Meanwhile, on other working days, duties shall be performed via work from office (WFO),” states one point in the regent’s circular letter, as seen by detikcom on Friday (27/3/2026).

Rudy Susmanto stated that this policy is an adaptive step by Pemkab Bogor to maintain a balance between work productivity and energy efficiency. The policy was adopted as a strategic measure to address the impacts of the global crisis, particularly in the energy sector.

“We want to ensure that ASN performance remains optimal, while also contributing to tangible energy savings,” said Rudy in a written statement.

“We want this policy to be part of a collective movement, not only for efficiency but also as a regional contribution to facing global challenges and preserving the environment,” he added.

To ensure the policy runs optimally, said Rudy, ASN are still required to conduct attendance and performance reporting via the SiCantik application, and to be ready to come to the office if there are urgent tasks. Rudy emphasised that ASN discipline is crucial in implementing the WFH policy.

“WFH does not mean reducing discipline. On the contrary, ASN are demanded to be more professional, responsible, and responsive to public needs, including being ready to attend if necessary,” said Rudy.

Rudy affirmed that the implementation of the flexible work system does not apply to ASN in public service sectors, such as hospitals, transportation, security, and disaster management.

“Public services are the top priority. Therefore, essential service units must continue to operate fully, and all ASN must maintain prime service standards to the public,” said Rudy.

In addition to work arrangements, the Regent’s SE also regulates energy efficiency policies in office environments. This includes the use of energy-saving electrical appliances and turning off lights, optimising natural sunlight through workspace layouts, saving water and office stationery (ATK), and setting the minimum AC temperature to 24 degrees Celsius.

Pemkab Bogor also encourages changes in ASN mobility patterns to be more environmentally friendly and reduce fuel consumption. On Mondays, Tuesdays, and Thursdays, ASN are advised to use official vehicles together or collective vehicles (carpooling).

“Specifically on Wednesdays, employees who do not use public transportation are required to use two-wheeled motor vehicles, bicycles, or walk for mobility to and from the office,” said Rudy.

“We want to build a culture of energy saving among ASN, starting from simple things like regulating electricity use to changing transportation patterns that are more efficient and environmentally friendly,” he added.
