Bogor Regency (ANTARA) - The Chairman of the Bogor Regency DPRD, Sastra Winara, has emphasised that the DPRD’s key thoughts (pokir) represent community aspirations collected through recess activities and must be advocated for in local development programmes.

” The DPRD’s Key Thoughts are aspirations from the public expressed during recesses. These are real needs of the community that are then pursued through local development programmes,” said Sastra in Cibinong on Tuesday.

This statement was made in response to the spotlight from the Corruption Eradication Commission (KPK) on the management of projects funded by DPRD pokir during a coaching and supervision meeting on government governance at the Bogor Regency Inspectorate Office.

Sastra appreciated the KPK’s oversight of government governance in Bogor Regency. According to him, such supervision is a crucial part of creating transparent, accountable, and pro-people governance.

He explained that DPRD pokir has a clear legal basis as regulated in Law No. 23 of 2014 on Local Government and Ministry of Home Affairs Regulation No. 86 of 2017.

In those regulations, he said, DPRD pokir must be accommodated in local development planning documents or the Regional Government Work Plan (RKPD).

Additionally, every pokir proposal from the DPRD must align with local development priorities and be entered into the Local Government Information System (SIPD) to ensure transparency and accountability.

“We fully support KPK oversight so that all processes run according to the rules. Key Thoughts are not personal interests but public aspirations that must be advocated for and monitored together,” he stated.

Sastra hopes that synergy between the DPRD, Bogor Regency Government, and KPK can continue to be strengthened to realise clean and integrity-based government governance.

Meanwhile, the Secretary of Bogor Regency, Ajat Rochmat Jatnika, said the coaching and supervision meeting was attended by the Director of Coordination and Supervision for Region II of the KPK, Police Brigadier General Bahtiar Ujang Purnama, along with Bogor Regent Rudy Susmanto and the Local Government Budget Team (TAPD).

“Today, the KPK wants to provide coaching to us regarding the alignment of programmes, whether they indeed provide good benefits to the public,” said Ajat.

According to him, the KPK conducts oversight from the planning process to budgeting to ensure all local government programmes comply with regulations and do not cause legal issues in the future.

Ajat explained that one of the main points discussed in the meeting was the management of DPRD pokir to align with the government’s development programmes.

“From earlier, the prologue was more about how the DPRD key thoughts process can then align and be in sync with the government’s programmes,” he said.

He added that the KPK also stressed the importance of programme benefits to the community, especially given Bogor Regency’s vast area and large population, so budget use must be on target.

According to Ajat, the KPK not only looks at administrative and regulatory aspects but also evaluates the potential social impact of a programme on the community.

“There are several other things we were reminded of by the KPK, whether it is directly counterproductive in society. So the oversight is quite in-depth,” he said.

Ajat gave an example of a programme that was ultimately not implemented this year after receiving input from the KPK, namely the Hajj embarkation hotel project.

“For example, the Hajj embarkation hotel, according to the KPK, this should not be implemented this year. So we ultimately did not proceed,” said Ajat.
