Bogor Civil Servant Pledges Subordinates' Appointment Letters, 14 People Become Victims
BOGOR, KOMPAS.com — As many as 14 members of the Municipal Police Unit (Satpol PP) in Bogor City have become victims of an alleged pawning of Appointment Decrees (SK) by a rogue Civil Servant (ASN) in the agency.
The case is currently being processed, and heavy sanctions against the perpetrator are awaiting technical consideration from the National Civil Service Agency (BKN).
The Secretary of the Regional Secretariat (Sekda) of Bogor City, Denny Mulyadi, stated that the victims are from within the Satpol PP, whose names were borrowed for loan applications to banks by the rogue ASN with initials IJ, who serves as the Head of the Finance Subsection.
According to him, the borrowing was a personal matter and not related to the financial governance of the Bogor City Government.
“So, it has no connection to the financial governance affairs of the Bogor City Government,” he explained.
Denny added that examinations of the rogue ASN and the victims have been conducted since the end of 2025. The process takes time because it must be supported by strong documents and evidence before imposing sanctions.
“That’s the ASN examination process. We can’t process it quickly. We must equip it with documents and strong evidence to determine what sanctions to impose on the rogue ASN,” he added.
The Personnel and Human Resources Development Agency (BKPSDM) of Bogor City stated that the imposition of heavy disciplinary punishment on the individual is still awaiting technical consideration from the National Civil Service Agency (BKN).
“Heavy punishment. Demotion, non-job, or dismissal, and regarding this heavy disciplinary punishment, it requires a technical decree from BKN,” said the Head of BKPSDM Bogor City, Dani Rahadian, when contacted by Kompas.com on Monday (13/4/2026).
Dani mentioned that the rogue Satpol PP official has been examined and is currently in the process of imposing disciplinary punishment.
“The person in question has been examined, now in the process of imposing disciplinary punishment,” he revealed.
The Secretary of the Bogor City Satpol PP, Wawan Sanwani, said that they have summoned the perpetrator and the victims for an internal examination together with the BKPSDM.
“Where the borrowing was done personally between the perpetrator and the members whose names were borrowed, with no connection to office needs. It was just the perpetrator’s excuse to make the members whose names were borrowed trust him,” said Wawan.
