Bogor City Transformation: Digitalisation and Collaboration
Residents of Bogor City, West Java, no longer need to queue at the city hall to obtain population administration services or business permits. The Bogor City Government has carried out a transformation, shifting from administrative services to services oriented towards the needs of the public.
One of the transformations has been achieved through the digitalisation of public services. The public can now use integrated public services, most of which have been moved to the Bogor Single Window (BSW) digital portal and a physical service centre at the Grha Tiyasa Public Service Mall (MPP) in Lippo Plaza Keboen Raya. Meanwhile, for real-time handling and reporting of public complaints, the official SiBadra application is available.
Other breakthroughs include the use of data as a basis for policy formulation, integration of services across regional apparatuses, increased transparency and accountability, simplification of service procedures, and strengthening the culture and ecosystem of innovation across all regional apparatuses. “The transformation makes services faster, more adaptive, effective, efficient, and easily accessible to the public,” said Bogor Mayor Dedie Abdu Rachim.
The transformation is inseparable from the innovations carried out by the Bogor City Government. Dedie believes that innovation is not merely about creating something new, but also about delivering more effective solutions to various strategic issues and development problems.
Dedie continued that innovation is an instrument to improve the quality of public services, accelerate data-based decision-making, and ensure that the benefits of development are felt more evenly by all levels of society. “Through innovation, the government can work faster, more efficiently, transparently, and responsively to the needs of the public,” he said.
Currently, Dedie Rachim is preparing a command centre that will be able to integrate data and ensure the interoperability of the electronic-based government system (SPBE) towards an efficient and effective Digital Government. “All of this is Bogor City’s contribution to supporting Indonesia Emas 2045.”
The Bogor City Government is not moving alone. Many parties are brought together in one ecosystem to jointly nurture a culture of innovation. Universities are not only places where research is born, but also partners of the government in formulating policy. The business world is invited to contribute through more impactful corporate social responsibility programmes. Communities are given space to offer solutions to urban problems. Even the media is part of the chain that accelerates the spread of good ideas.
Every year, the public is involved through public consultation forums, Development Planning Deliberations (Musrenbang), public satisfaction surveys, and digital aspiration channels. The Bogor City Government also opens space for anyone to become an innovator through various competitions. The best ideas do not stop at competition proposals, but are also encouraged to be implemented and provide wider benefits.
The same hope is placed on the younger generation. Through the Bogor Innovation Award, junior high school and senior high school students are given a stage to show that creativity knows no age. The Bogor City Government wants a culture of innovation to grow before students enter the workforce or higher education. This step is complemented by strengthening digital literacy, entrepreneurship training, creative economy development, and collaboration with industry and universities. “The hope is to produce a generation that is adaptive, creative, and able to compete globally,” said Dedie.
When every regional government is able to produce impactful innovations, improve the quality of public services, strengthen economic competitiveness, and solve various public problems creatively and sustainably, this will collectively accelerate the achievement of national development goals.
