Bogor City (ANTARA) - The Special Committee (Pansus) of the Bogor City Council in West Java has finalised discussions on the Draft Regional Regulation (Raperda) concerning Changes to Local Government Agencies (OPD) to promote bureaucratic efficiency and improved public services in the area.

Pansus Chairman Wishnu Ardiansyah in Bogor on Friday stated that these changes form part of institutional reform with a “lean structure, rich function” approach to make government performance more effective.

He emphasised that the OPD changes are not merely administrative but are directed to have a real impact on the quality of services to the community.

“The Pansus ensures that these changes are not just administrative but truly impact the improvement of services to the community,” Wishnu said.

One of the main changes is the adjustment of the status of the Bogor City Public General Hospital (RSUD), which will no longer be a separate local agency but a special organisational unit under the Health Department.

Additionally, RSUD restructuring will be carried out through organisational simplification, reduction of structural positions, and strengthening of hospital service and management functions.

In other sectors, the Bogor City Government is upgrading the status of the Department of Women’s Empowerment and Child Protection as well as Population Control and Family Planning (DP3AP2KB) to Type A to bolster institutional capacity.

This strengthening is deemed important to enhance women’s and children’s protection, accelerate handling of violence cases, and reinforce family planning and population control programmes.

Changes are also being made in the infrastructure sector by upgrading the Department of Public Works and Spatial Planning to Type A and renaming it the Department of Public Works and Spatial Planning (PUTR).

Additional Authority

Meanwhile, the Department of Housing and Settlements is also being upgraded to Type A and renamed the Department of Housing, Settlement Areas and Land Affairs (DPKPP) with added authority over land matters.

With this authority, the relevant department will handle land acquisition for public interests, resolution of land disputes, and management of settlement areas.

The Pansus emphasises that institutional strengthening must be accompanied by accelerated services, including responding to complaints, speeding up administration, and providing transparent service certainty.

All discussion outcomes have been aligned with facilitation from the West Java Provincial Government and will next be brought to the Bogor City Council Deliberative Body before being established in a plenary session.
