Board of Peace to Begin Managing Shelter Centres in Gaza
The Board of Peace will launch a pilot project within the coming weeks to manage humanitarian shelter centres in areas of the Gaza Strip not under Hamas control. The Tel al-Sultan district, near Rafah, will be the first location designated for the placement of civilians, particularly those with no ties to Hamas, Israel Hayom reported on Tuesday.
Citing unnamed sources, the newspaper stated that a multinational force known as the International Stabilization Force, led by the Board of Peace, will be deployed to the area. The force will be stationed at Israel’s Amitai Camp near Gaza, the report added.
According to the report, the force is expected to be armed with non-lethal weapons to maintain order within the humanitarian zones, while the Israeli military will continue to expand and consolidate control over areas beyond the so-called ‘Yellow Line’. Israel Hayom also reported that Board of Peace officials have pledged not to use concrete in the reconstruction process within the territory. Instead, the area will be equipped with mobile housing units or caravans, as well as healthcare facilities and other basic services for residents.
The report further claimed that the plan will allow the Israeli military to continue expanding the territory under its control in the Gaza Strip. On 16 January, the White House announced the establishment of a transitional governance structure for Gaza comprising the Board of Peace, the Gaza Executive Council, the Gaza National Administrative Committee, a technocratic government, and the International Stabilization Force. The inaugural meeting of the Board of Peace was held on 19 February at the US Institute of Peace in Washington under the leadership of US President Donald Trump.
The initiative is part of the second phase of Trump’s 20-point plan to end the war in Gaza, which is supported by UN Security Council Resolution 2803, adopted on 17 November 2025. The plan was reached after two years of Israel’s genocidal war, which killed more than 73,000 people, wounded over 173,000, and destroyed approximately 90 per cent of civilian infrastructure in the enclave. The United Nations estimates the cost of reconstructing Gaza at around 70 billion US dollars.
