JAKARTA, KOMPAS.com - The Head of the National Counter-Terrorism Agency (BNPT), Eddy Hartono, explained that the issuance of Presidential Regulation (Perpres) No. 8 of 2026 on the National Action Plan for Preventing and Countering Violent Extremism Leading to Terrorism for 2026-2029 is an implementation of the mandate from Law (UU) No. 5 of 2018 on Eradicating Terrorism Crimes.

“It is actually an implementation of the mandate from Law No. 5 of 2018, which stipulates that the government is obliged to carry out prevention (of terrorism),” said Eddy when contacted by Kompas.com on Monday (4/5/2026).

In that law, he clarified, prevention encompasses three main aspects: national preparedness, counter-radicalisation, and de-radicalisation.

“That’s why we created the national action plan for that prevention,” he stated.

Five years ago, Presidential Regulation No. 7 of 2021 was issued on the National Action Plan for Preventing and Countering Violent Extremism Leading to Terrorism for 2020-2024.

For this latest regulation, the action plan has been integrated into the National Medium-Term Development Plan (RPJMN) 2025-2029 as part of national priorities.

In the RPJMN, one of the main focuses is strengthening the synergy of defence and security in efforts to prevent terrorism.

“By being included in the RPJMN, the Medium-Term Development Plan 2025-2029, where we have four priority activities. The first is the synergy of defence and security to carry out prevention, that’s it. So this RAN PE is connected, entering into the law, and then into the RPJMN,” he said.

This effort aims to strengthen the resilience and counter-capacity of society against the spread of radical ideologies.

Various programmes are being implemented at the grassroots level, from strengthening early detection to community economic empowerment.

One of them is through the alert village programme, which integrates security and welfare aspects.

“The output is economic growth in the village, like that. So, in addition to building community-based resilience, it also builds an economic ecosystem,” he said.
