JAKARTA, KOMPAS.com - The Head of the National Counter-Terrorism Agency (BNPT), Eddy Hartono, stated that the issuance of Presidential Regulation (Perpres) No. 9 of 2026 on the BNPT constitutes a form of institutional strengthening. The regulation governs the adjustment of the agency’s organisational structure and working procedures, including the establishment of the Deputy for National Preparedness and Counter-Radicalisation, as well as the Deputy for Deradicalisation. “Yes, this is actually in line with the mandate of the Law (No. 5 of 2018 on the Eradication of Criminal Acts of Terrorism). There is a mandate for institutional strengthening, and the BNPT’s institutional framework has had this mandate since 2018,” said Eddy when contacted by Kompas.com on Monday (4/5/2026). This is because the previous presidential regulation was deemed not to fully accommodate the duties and functions of the BNPT in accordance with Law No. 5 of 2018. Therefore, adjustments have been made, including in terms of nomenclature, which impacts working strategies and budgeting. “Certainly, with this new structure, it will be aligned and in line with the mandate of Law No. 5,” Eddy explained. The Deputy for Deradicalisation now stands independently, no longer under the prevention deputy as before. This step is taken to strengthen the focus on handling individuals or groups that have been exposed to terrorist ideologies. “Because deradicalisation is based on suspects, defendants, convicts, inmates, former inmates, or groups that have been entangled in terrorism,” said Eddy. In addition, the BNPT’s structure also includes the Deputy for National Preparedness and Counter-Radicalisation, the Deputy for Coordination Among Law Enforcement and Victim Recovery, as well as the Deputy for International Cooperation.
