JAKARTA - The Head of the National Counter-Terrorism Agency (BNPT), Eddy Hartono, has revealed that 28 terrorist attack plans in Indonesia were foiled over the last three years. According to Eddy, this success is inseparable from the strengthening of regulations through Law No. 5 of 2018 on Eradicating Criminal Acts of Terrorism, which allows authorities to carry out prevention from the early stages. “With Law No. 5 of 2018, we were able to detect—in the last three years, there were 28 attack plans. We foiled them,” said Eddy when contacted by Kompas.com on Monday (4/5/2026). Thus, authorities can act before the terrorist acts actually occur. “Previously, it was only attempts or criminal conspiracies. Now, preparations— that’s why we can prevent from the outset,” Eddy stated. Although no attacks have occurred in recent times, Eddy emphasised that the terrorism threat still exists. Eddy mentioned that there are three main patterns carried out by terrorist groups, namely recruitment, propaganda, and funding. “Now this is massive through digital space. That’s why we collaborated with the Minister of Communication and Digital Affairs recently, so that from the beginning of last year, we could prevent radicalisation of children through algorithms, both on social media and online games,” said Eddy. Prevention efforts are also strengthened through Presidential Regulation No. 8 of 2026 on the National Action Plan for the Prevention and Countering of Violence-Based Extremism Leading to Terrorism (RAN PE) for the 2026–2029 period. Eddy stated that the regulation is a continuation of the previous programme, focusing on three main aspects: national preparedness, counter-radicalisation, and deradicalisation. “This is actually an implementation of the mandate from Law No. 5 of 2018, which stipulates that the government is obliged to carry out prevention (of terrorism),” said Eddy. Eddy stressed the importance of synergy between institutions in countering terrorism, including with law enforcement agencies such as Densus 88 Antiteror of the National Police, as the key to facing the continuously evolving terrorism threats. “The President emphasises synergy and collaboration. So, insha’Allah, with synergy and collaboration, all obstacles and hurdles can be overcome,” Eddy explained.
