BNPP Updates Daruba Border Growth Centre Index, Highlights Connectivity and Infrastructure in Morotai
The National Border Management Agency (BNPP) of the Republic of Indonesia has carried out the Measurement and Updating of the Border Area Management Index at the Daruba Border Area Growth Centre (PPKP) in North Maluku Province. The IPKP PPKP measurement was conducted at the Daruba PPKP, which has one delineation sub-district, namely South Morotai District.
BNPP Deputy for Border Area Potential Management, Edfrie R. Maith, stressed that the IPKP PPKP measurement aims to obtain a real picture of the condition of border area management. “This activity is important for measuring development achievements, identifying strategic issues and challenges, and serving as a basis for formulating programmes and policies that require intervention from ministries and agencies,” he said in a statement received on 28 June.
Maith emphasised that accelerating the development of Morotai Island Regency as an outermost region requires stronger central government support. According to him, the Daruba IPKP measurement also highlighted the need to strengthen Morotai’s role as a National Strategic Activity Centre (PKSN).
Transport connectivity is one of the crucial issues. The limited frequency of Ternate–Morotai flights, along with sea toll services and port capacity, is seen as hampering mobility, logistics distribution, and the region’s economic competitiveness. BNPP considers it necessary to have affirmative policies in the form of transport subsidies, additional flight frequencies, improved sea toll services, and strengthened port infrastructure.
“Morotai, as a centre of economic growth and border area services, is still considered to require strategic infrastructure support, improved inter-regional connectivity, and the development of leading sectors,” he said.
In addition, optimising fisheries potential and developing the Merah Putih Fishermen’s Village are of concern. Morotai Island Regency has substantial fishery resources, but their utilisation has not been optimal due to limited investment, supporting facilities, and market access. The development of the fisheries sector is directed not only at increasing production but also at downstream processing and strengthening the institutional capacity of coastal communities.
The tourism sector in Morotai Island Regency is also under the spotlight. The marine and historical tourism potential of Morotai, including World War II relics, is considered to have not developed optimally due to limited accessibility and supporting facilities.
As part of the series of activities, the BNPP Deputy for Border Area Potential Management also inspected Jobela Village, South Morotai District, which has been affected by coastal abrasion. Damage to the coastal protection embankment has caused the shoreline to recede and increased the risk to residential areas, requiring serious and integrated handling.
BNPP assesses that the 2026 Daruba IPKP PPKP measurement plays a strategic role in supporting the achievement of the national IPKP PPKP target of 0.60 across 22 PPKPs.
