BNPP Secures 11th Consecutive Unqualified Opinion from BPK
The National Border Management Agency (BNPP) of the Republic of Indonesia has once again retained an Unqualified Opinion (WTP) from the Supreme Audit Agency (BPK) for its 2024 financial report. Minister of Home Affairs Muhammad Tito Karnavian, in his capacity as Head of BNPP, stated that this achievement marks the 11th consecutive WTP opinion since 2014. “The performance achievements of the BNPP’s 2025 programme and budget received a WTP opinion from the BPK, and this is the same as the Ministry of Home Affairs, 11 times in a row,” said Tito. He made the statement while presenting the 2025 State Budget Financial Report during a working meeting and hearing with Commission II of the Indonesian House of Representatives at the parliament complex in Jakarta on Thursday.
Tito outlined the agency’s budget management achievements, organisational performance, and various awards received throughout the 2025 fiscal year. He explained that the initial budget allocation for BNPP in 2025, based on a letter from the Minister of Finance dated 23 September 2024, was set at IDR 267.13 billion. However, following the implementation of Presidential Instruction Number 1 of 2025 regarding government spending efficiency, the budget ceiling was adjusted to IDR 138.4 billion. “Subsequently, during the budget process, there was a relaxation from the Ministry of Finance amounting to IDR 76.4 billion, bringing the total BNPP ceiling for 2025 to IDR 214.8 billion,” Tito noted. He revealed that from this total ceiling, BNPP managed to realise IDR 213.5 billion, achieving a budget absorption rate of 99.38 percent. According to Tito, this figure demonstrates a very high level of budget absorption and reflects the effectiveness of programme implementation within the BNPP.
Furthermore, various institutional performance indicators for BNPP in 2025 also received positive assessments from several ministries and agencies. Based on an evaluation by the Ministry of Finance’s monitoring application, BNPP’s budget performance score reached 94.86, categorised as very good. Meanwhile, the bureaucratic reform evaluation from the Ministry of State Apparatus Empowerment and Bureaucratic Reform achieved a score of 81.84, an A- category, an improvement from the previous year’s score of 73.88. In terms of development planning, BNPP obtained a National Development Planning Index score of 99.38, with a very good predicate, based on an assessment by the Ministry of National Development Planning/Bappenas. The Budget Implementation Performance Indicator for 2025, assessed by the Ministry of Finance, reached a score of 94.67, categorised as good.
Tito further explained that BNPP’s success is also reflected in various awards received during 2025, including the Integrity Zone award with the title of Corruption-Free Area and Clean and Serving Bureaucracy Area achieved by the Entikong and Motamasin Cross-Border Posts. Additionally, the BNPP’s Legal Reform Index received a score of 99.5, or an AA (excellent) predicate, from the Ministry of Law, and the BNPP’s Legal Documentation and Information Network secured the top ranking in the non-structural institution category. On this occasion, Tito also expressed his appreciation to Commission II of the Indonesian House of Representatives for their support and oversight in the execution of BNPP’s duties. “Once again, we thank all the leaders and members of Commission II. All these achievements are inseparable from the supervision and routine working meetings, including field visits and visits to cross-border posts,” he concluded.
