BNPP Focuses 2026 Budget on Two Main Programmes

REPUBLIKA.CO.ID, JAKARTA — The National Border Management Agency (BNPP) has affirmed its focus for managing the 2026 budget on two core programmes during a hearing with House of Representatives Commission II on Monday (30/3/2026). From a total allocation of Rp469.61 billion, spending is prioritised to ensure the effective functioning of national border management and border areas.

BNPP Head, who is also the Home Affairs Minister Tito Karnavian, explained that the budget concentration is on management support as well as the management of national territorial borders and border areas, with a balanced spending composition.

“The BNPP budget focus remains on two main programmes, namely management support and the management of national territorial borders and border areas,” said Tito.

As of 29 March 2026, budget realisation stood at Rp68.35 billion or 14.55 percent of the total allocation. This early achievement serves as a foundation for programme implementation and draws the House of Representatives’ attention to the quality of budget utilisation.

“We express our thanks for the support from the leadership and members of Commission II of the House of Representatives, so that throughout the first quarter of 2026, a number of strategic activities could be carried out,” said Tito.

Budget implementation is evident in addressing the impacts of national border resolution on Sebatik Island through land and community asset assessment surveys. This activity covers dozens of objects in affected areas and buffer zones.

“The resolution of the border line on Sebatik has gone through a long process, so assessing community assets is an important part to ensure fairness,” said Tito.

Budget use also targets post-disaster recovery in Aceh’s border areas through infrastructure repairs and labour-intensive schemes involving local communities.

“This approach not only accelerates recovery but also stimulates the local economy,” said Tito.

In addition, BNPP has allocated budget for empowering fishermen in the outermost area of Merauke to enhance understanding of maritime boundaries and prevent cross-border violations.

“We want to prevent incidents of fishermen crossing borders due to ignorance, while strengthening surveillance of the Indonesia–Papua New Guinea border,” said Tito.

Looking ahead, budget management will continue to focus on those two main programmes with a number of derivative activities, such as the construction of Border Crossing Posts (PLBN), measurement of border area indices, and renovation of 10,000 uninhabitable houses.

“BNPP is preparing a special programme with the Ministry of Public Works and Housing (PKP) for the renovation of 10,000 uninhabitable houses in border areas,” said Tito.

Chairman of Commission II of the House of Representatives, Muhammad Rifqinizamy Karsayuda, emphasised that the budget focus must be accompanied by measurable results for the community. The House of Representatives also requested an evaluation to ensure budget management is truly optimal.

“BNPP needs to conduct a budget review for the optimisation of PLBN so that its impact is directly felt by border communities,” said Rifqi.
