BNPP Conducts Leadership Regeneration to Enhance Governance Quality

The Secretary of Indonesia’s National Border Management Agency (BNPP), Makhruzi Rahman, on behalf of Home Affairs Minister Muhammad Tito Karnavian as Head of BNPP, inaugurated Mey Rany Wahida Utami as Head of the Bureau of Finance, General Affairs and Public Relations, and Harris Fadhly as Assistant Deputy for Economic Infrastructure and People’s Welfare. The ceremony took place in Jakarta on Wednesday (15/7/2026). The inauguration was based on the Decree of the Home Affairs Minister as Head of BNPP Number 10.00-504 of 2026 concerning the Dismissal and Appointment from and in High Leadership Positions (Echelon II) within the Permanent Secretariat of BNPP. On the same occasion, Makhruzi also inaugurated Supervisory Officials and Functional Officials based on Decree Number 10.00-587 of 2026 and Decree Number 35.04-542 of 2026. In his remarks, Makhruzi stressed that the inauguration is part of the process of strengthening the organisation as well as a form of leadership regeneration to improve the quality of governance within BNPP. “We interpret this inauguration not merely as an administrative routine. This is part of our journey as public servants,” said Makhruzi. He explained that every transfer of position should be seen as an opportunity to bring new values into the organisation, thereby driving performance improvement and strengthening public services, particularly in supporting the management of the country’s border areas. Makhruzi also reiterated Home Affairs Minister Tito Karnavian’s message regarding the ‘tent theory’ analogy as a philosophy for building a solid organisation. He explained that a tent can only stand firm if all its poles and guy ropes function optimally. “When one pole collapses, breaks, or loosens, the tent will not stand firm. It will tilt, bend, and no longer be strong enough to support the whole,” said Makhruzi. Furthermore, Makhruzi invited all newly inaugurated officials to maintain cohesiveness and strengthen a results-oriented work culture. He believes the organisation will become stronger if every element can carry out its duties and responsibilities to the maximum. “I congratulate all colleagues. I hope this duty is an honour. Once again, congratulations to colleagues who have been entrusted with this position,” he concluded. The inauguration is a significant moment for BNPP to continue strengthening institutional capacity and human resources, enabling it to deliver increasingly professional and responsive governance of the country’s border areas that provides tangible benefits to communities in Indonesia’s border regions.
