BNN Proposes Total Ban on Vape Distribution to Anticipate Liquid Narcotics
The National Narcotics Board (BNN) has proposed a drastic measure in the form of a total ban policy on the distribution of electronic cigarettes, or vapes, in Indonesia. This proposal is driven by the need to issue a Presidential Regulation (Perpres) in response to the increasing misuse of such devices for the distribution of liquid narcotics.
This strategic proposal was presented during a policy discussion meeting regarding the governance of electronic cigarette distribution, held at the Office of the Coordinating Ministry for Human Development and Cultural Affairs in Central Jakarta on Wednesday (9/9/2026).
BNN Deputy for Community Empowerment, Aldrin M.P. Hutabarat, explained that throughout 2026, the agency has recorded a significant surge in the discovery of narcotics in liquid form. Furthermore, various dangerous chemical preparations have been found inserted into vape liquids.
“The high circulation of liquid narcotics will certainly increase the number of users, which will have a negative impact not only on health but also create a social and economic burden for the state,” said Alderm. According to Aldrin, allowing the circulation of dangerous substances through electronic cigarettes without strict regulation will have long-term impacts on state finances.
While proposing the option of a total ban, the BNN emphasised its openness to the ongoing discussion process. The BNN is currently awaiting the results of a comprehensive study involving various relevant ministries and agencies.
This study involves the Ministry of Health, the Food and Drug Authority (BPOM), the Ministry of Trade, and the Ministry of Finance. This cross-sectoral involvement aims to ensure that any regulation subsequently passed is based on solid, comprehensive data and upholds the principle of fairness for all related parties.
