BNN Dismantles Russian Syndicate's Narcotics Lab in Bali, Nearly 8 kg of Party Drug Seized
The National Narcotics Agency (BNN), in cooperation with Customs, Immigration and the Bali Regional Police, has uncovered a secret laboratory for the narcotics mephedrone, also known as a ‘party drug’, at a villa in the Gianyar area of Bali. The joint operation secured two foreign nationals (WNA) from Russia, together with a number of narcotics precursors.
BNN head Suyudi Ario Seto said the disclosure was the result of intensive investigations since January 2026. The joint team carried out the raid on Thursday, 5 March 2026, at Villa Lavana De’Bale Marcapada, Blahbatuh, Gianyar.
“In the operation, officers secured two suspects who are Russian nationals, namely NT alias KK and ST,” Suyudi said in a statement on Saturday, 7 March 2026.
The joint team conducted in-depth investigations and raided the location on 5 March 2026, and arrested the suspects and various exhibits at several crime scenes. The syndicate, controlled by an international network, used a relatively neat modus operandi by hiring several villas to mask the illegal activities.
“From the investigations, it was found that the first suspect with initials KS rented Villa Hill Stone, Uluwatu, for one month. The villa was used only as an address to receive packages containing materials and equipment for the clandestine lab from a marketplace,” he explained.
After renting the villa, suspect KS left Indonesia until another actor with initials NT arrived, using a false identity under the name KS.
“KS is a Russian national and is currently still listed as a wanted person (DPO),” he added.
After one month, NT rented another location, namely Villa Rena’s Kubu and Lavana, which were then used as reception points for packages. The villa was inhabited by another actor with initials ST for two months.
“After the package of materials and tools was received by ST, the items were handed over to NT via a dead drop or stick-and-pull system to gather at Villa Lavana.
Raw materials from China
Suyudi said the narcotics raw materials used by this network partly originate from China. After the materials and equipment were gathered, suspect NT as the ‘cook’ began producing the narcotics.
“Production took place around 11:00 pm WITA to 04:00 am WITA. At Villa Lavana, the actor NT never resided there except for production, instead renting other villas such as Villa Tetamian and Sekar Homestay for rest,” he said.
Opaque Funds Flow
Suspect NT received tens of millions of rupiah paid via layering through a money changer to obscure banking transactions.
“NT was paid by KS in stages, namely Rp 30 million, Rp 45 million, and Rp 19 million. The payments were made using layering or not directly through a money changer,” he said.
NT received his payments through a money changer courier. Meanwhile the owner of the money changer received money in rubles from KS.
“BNN teams have coordinated with Immigration to trace passport forgery carried out by NT and ST,” he said.
List of Evidence
From searches at several locations, officers seized various items indicating illegal narcotics production activities. The evidence includes: approximately 644 grams of solid mephedrone and 7,250 millilitres of the substance in liquid form, giving a gross total of 7,894 grams (7.8 kg).
In addition to finished narcotics, the team also found various precursors or solid raw materials amounting to 2,600 grams (2.6 kg) and liquids of 219,780 millilitres (219.7 kg) believed to be used to produce mephedrone. The materials were found at the villas and inside vehicles. Some of the liquid precursors found included: ethyl acetate, 96% ethanol, dichloromethane, methylamine, hydrobromic acid, citric acid, and toluene.
A range of clandestine lab production equipment was found, such as digital scales, fruit dryer, respirator masks, filter paper, Erlenmeyer flasks, pans, syringes, jerricans, and a magnetic stirrer.
“The laboratory team has conducted rapid tests on the materials found and confirmed positive for narcotics of the I class, mephedrone,” he said.
Suyudi stated that mephedrone is a Class I narcotic within the synthetic cathinones group. The substance has strong stimulant and hallucinogenic effects, and is often referred to as a designer drug or party drug. Its use can cause harmful effects such as increased heart rate, hallucinations, aggressive behaviour, neurological damage, and a risk of death due to overdose.
“The fact that a laboratory has been found again in Bali and is run by foreign nationals shows that Indonesia remains a target market and production base for international networks. This disclosure is part of the BNN RI’s commitment to protecting the community through upstream enforcement (preventive strike),” he said.
Under the charges, the suspects were prosecuted under Article 114(2) of Law No. 35 of 2009 on Narcotics in conjunction with Law No. 1 of 2023 on the Indonesian Penal Code, with penalties ranging from the death penalty, life imprisonment, or a maximum 20 years in prison. From this operation, the BNN says it has saved more than 31,576 lives from potential drug abuse.
