Blora Regent dismisses acting DPRD secretary after using official vehicle for personal purposes
The replacement was carried out as a demonstration of the local government’s firmness to ensure that state facilities are not misused.
Blora (ANTARA) - Blora Regent Arief Rohman has removed Agus Listiyono, who previously served as Acting (Plt) Secretary of the Council (Sekwan) of the Blora DPRD in Central Java, because the individual used an official vehicle for personal purposes outside the district during Eid.
“The replacement was carried out as a form of the local government’s firmness to ensure that state facilities are not misused,” he stated in Blora on Wednesday.
He revealed that as of today (1/4), the acting sekwan has been replaced because the decree has been signed, with the replacement being Assistant III, so effective from 1 April 2026, Agus Listiyono no longer holds the position of Plt Sekwan of Blora DPRD, having been replaced by Assistant III of the Blora Regency Regional Secretariat.
The decision, he said, was taken after Agus Listiyono admitted his mistake and issued a public apology regarding the use of the red-plated official vehicle for personal purposes.
In addition to replacing the acting sekwan position, the Blora Regency Government also issued a reprimand letter to the individual.
“As a form of firmness so that in the future no one exploits state facilities for personal interests, we have also issued a reprimand letter,” he stated.
He said that this step also serves as a reminder to all civil servants (ASN) in the Blora Regency Government environment to be more careful in using state facilities.
“The individual has admitted and apologised. But as a form of commitment to enforcing discipline, we have replaced his acting position,” he stated.
Previously, Agus Listiyono admitted to using the red-plated official vehicle with licence plate K 28 E to travel outside the district during the Eid period. He then issued an apology to the public for his actions.
The use of the official vehicle occurred on 21 March 2026. In the morning around 10:00 WIB, it was used to pay respects at the residence of Blora Regent Arief Rohman. Around 11:00 WIB, he continued the journey to his parents’ home in Kunduran Subdistrict, Blora Regency.
In the afternoon around 15:30 WIB, from Kunduran to Sragen Regency to pay respects at his in-laws’ home via the Kuwu-Wirosari route in Grobogan Regency. When the official vehicle passed through the Tangen Main Road area in Sragen, it was captured on camera, and photos circulated on social media, drawing public attention regarding officials’ compliance with rules on the use of official vehicles, which should be intended for official duties.
Agus admitted to being aware of Corruption Eradication Commission (KPK) Circular No. 2 of 2026 on Controlling and Preventing Gratuity, which among other things reminds that state facilities should not be used for personal purposes. However, he was less diligent in understanding and applying those rules.
Referring to Minister of PANRB Regulation No. PER/87/M.PAN/8/2005, government operational vehicles are used to support the implementation of main tasks and functions, not for personal interests. In addition, the KPK also emphasises the importance of maintaining integrity, particularly in the use of state facilities during holiday periods.
