Blora Declared Safe Zone for Protected Paddy Fields and Sustainable Food Agricultural Land

Blora Regency has successfully met the national target for the designation of Protected Paddy Fields (LSD) and Sustainable Food Agricultural Land (LP2B). This achievement provides certainty for several of the region’s strategic programmes, ranging from the establishment of the Universitas Negeri Yogyakarta (UNY) Off-Campus Study Programme (PSDKU) to investment development.

This was stated by the Regent of Blora, Arief Rohman, following a Coordination Meeting on the Control of Paddy Field Conversion held by the Central Java Provincial Government alongside the Ministry of ATR/BPN in Semarang on Thursday.

Arief noted that Blora’s inclusion in the group of 13 regencies/cities in Central Java with an LP2B percentage exceeding 87 per cent is positive news for regional development agendas. “With Blora joining the 13 regencies/cities that have met the LSD target, we are at approximately 88 per cent, placing us in the safe category without restrictions,” Arief said in a written statement.

He added that this certainty supports the completion of various strategic licensing requirements, including the establishment of the UNY campus in Blora. “The permit for the establishment of the UNY PSDKU in Blora is finally finalised. Blora’s status in the 13 regencies/cities above 87 per cent is a vital requirement for LSD licensing, Sekolah Rakyat, and the establishment of the UNY campus,” he remarked.

Arief emphasised that land designated as LP2B must not be converted, as it is part of the commitment to maintaining national food security. He also confirmed that the Decree from the Minister of ATR/BPN regarding the Recommendation for Changes in Land Use on Protected Paddy Fields has been issued.

In addition to supporting the education sector, the LP2B designation is seen as providing certainty for investment and serving as a basis for reviewing the Blora Regency Spatial Plan (RTRW).

Meanwhile, the Governor of Central Java, Ahmad Luthfi, stated that based on 2026 paddy field control data, Blora Regency has proposed approximately 61,006 hectares of land to be designated as LP2B. This figure represents 88.23 per cent of the total 69,145 hectares of standard paddy fields, exceeding the national minimum target of 87 per cent.

The Deputy Minister of ATR/BPN, Ossy Dermawan, also expressed appreciation for the Central Java Provincial Government’s rapid steps in involving all regional heads to accelerate the designation of standard paddy field areas. Regionally, Ossy explained that the area of Sustainable Food Agricultural Land (KP2B) included in the Central Java Spatial Plan (RTRW) reaches approximately 825,000 hectares, while the recorded standard paddy field area reaches about 970,000 hectares, or 85.11 per cent of the national target. “Central Java is a progressive region. There is only a little more to be achieved to reach the national target,” he said.
