Blok M Parking Vendor to Be Re-Tendered, Prosecutor's Office Asked to Supervise to Prevent 'Hand-Me-Downs'

JAKARTA - The Special Committee on Parking of the DKI Jakarta DPRD has confirmed that the management of parking in the Blok M area, South Jakarta, currently under the Parking Management Unit of the DKI Jakarta Transportation Department, is temporary and will only run for about two months. After this transition period, parking management will be selected again through a tender mechanism to determine a new vendor deemed more competent and capable of implementing a transparent digital system. “About two months for the current operator under the UP Parking. After that, a tender will be held,” said the Chairman of the Special Committee on Parking of the DKI Jakarta DPRD, Ahmad Lukman Jupiter, when confirmed by Kompas.com on Tuesday (12/5/2026). The tender will select a new parking operator to replace Best Parking, which must meet digital-based management requirements for greater transparency and accountability. “That means there will be a new cooperation agreement (PKS) through a tender, through that tender,” he said. However, the DPRD highlighted the importance of strict supervision in the tender process to prevent ‘titipan’ practices or winner arrangements. Therefore, the special committee is requesting the Jakarta High Prosecutor’s Office (Kejati) to participate in supervising the parking vendor procurement process. “First, we are requesting involvement of supervision from the High Prosecutor’s Office. Accompaniment to ensure that this tender process is transparent and accountable,” said Jupiter. Jupiter gave an example that a company operating in an unrelated field should not simply participate in the parking management tender. “For example, I’ll give an example of a company; it operates in the sale of spare parts. Suddenly it joins the tender, wants to become a parking attendant, right? That doesn’t fit, right? It shouldn’t be allowed,” he said. According to him, such rules are important to ensure that future parking governance is more professional and does not again cause revenue leaks for the region. The special committee also requested that the new system allow the government to monitor parking revenue in real time through the Regional Revenue Agency (Bapenda) or UP Parking. Previously, the DKI Jakarta DPRD revealed the potential parking revenue in the Blok M area reaches more than Rp3 billion per month or about Rp100 million per day. However, the deposits received by the regional government are suspected not to reach 60 percent of the actual turnover. The DPRD also suspects potential state losses of up to Rp50 billion during the 15 years of parking management by the previous operator. As follow-up, the DPRD together with the DKI Jakarta Transportation Department has sealed the Blok M parking gates and temporarily made parking services free during the system transition period towards full digitalisation.
