Blok M Parking Revenue Deposits Fail to Reach 60 Percent, DPRD: The Remaining 40 Percent Has Vanished
The Special Committee (Pansus) on Parking of the DKI Jakarta DPRD admits it does not yet know where the flow of the remaining parking revenue in the Blok M area, South Jakarta, has gone, which is suspected of not entering the Regional Original Revenue (PAD).
The DPRD states that the deposits received by the local government do not reach 60 percent of the daily turnover of Rp100 million, while the remainder has yet to be identified.
“(The 40 percent parking money) is still vanishing,” said the Chairman of the DPRD DKI Jakarta Parking Special Committee, Ahmad Lukman Jupiter, when contacted by Kompas.com on Tuesday (12/5/2026).
“Yes. Until now, we don’t know where it’s vanishing to. Because they are not cooperative in providing the data we requested,” Jupiter said.
In a recent pansus meeting on parking governance, the DPRD summoned PT Karya Utama Perdana (KUP), the company involved in managing the Blok M Square area.
Jupiter explained that the Blok M Square area is an asset owned by Perumda Pasar Jaya, which was then partnered with PT Melawai Jaya Realty.
Subsequently, PT Melawai Jaya Realty entered into a cooperation agreement with PT Karya Utama Perdana before parking management was handed over to Best Parking.
“After that, PT Karya Utama Perdana assigned specific parking management to Best Parking. This means there is a connection between the vendors and PT KUP and PT Melawai.
Because they regulate the mechanism for parking tax payments to the Regional Revenue Agency,” Jupiter continued.
However, according to Jupiter, the company side is deemed not to show good faith in opening up the requested data.
In two pansus meetings, the company only submitted data for the last three years, even though the parking operator has been operating for about 15 years.
“There, we saw that when we invited them to the first and second pansus meetings, there was no good ethics from their side,” he said.
