The government has ensured that the collection of obligations from Bank Indonesia Liquidity Assistance (BLBI) obligors and debtors will continue, even though the BLBI State Claim Rights Handling Task Force (Satgas BLBI) is set to conclude its mandate at the end of 2024.

Finance Minister Suahasil Nazara stated that the handling of state receivables, which was previously the responsibility of the BLBI Task Force, will now be continued by the Ministry of Finance, specifically through the Directorate General of State Assets (DJKN).

“The BLBI Task Force will indeed finish at the end of 2024, and in terms of government governance, it will be continued by the Ministry of Finance,” Suahasil said at the State Palace.

Suahasil explained that the Ministry of Finance possesses the State Receivables Committee (PUPN), which is responsible for collecting various obligations still owed to the state. According to her, this mechanism serves as the government’s pathway to ensure that state receivables, including those related to BLBI, continue to be collected despite the expiration of the BLBI Task Force’s term in 2024.

“Within the Ministry of Finance, under the Directorate General of State Assets, there is the State Receivables Committee, PUPN. This body is responsible for collecting all obligations that are still owed to the state—these are what we call receivables,” she said.

The government also possesses a new legal basis for the process of settling and collecting state receivables. Suahasil mentioned that Government Regulation (PP) Number 4 of 2026 serves as the new foundation for continuing this process.

“Therefore, we will continue, and in fact, PP Number 4 of 2026 has been issued, which serves as the new basis for this collection settlement,” she said.

Suahasil emphasised that the government will continue to pursue obligations that must still be paid to the state. The funds successfully collected will subsequently be returned for the benefit of the public through the State Budget (APBN).

“We hope that these obligations will continue to be pursued, and we will then use the returns truly for the welfare of our people through the APBN,” Suahasil asserted.

The end of the BLBI Task Force in 2024 does not mean that the obligations of BLBI obligors and debtors to the state are automatically settled. The government is transferring the handling mechanism to permanent institutions within the Ministry of Finance.

As such, the process of collecting state receivables will continue through the PUPN under the DJKN. The government also clarified that the settlement of obligations to the state is a separate process from the government’s debt repayment to Bank Indonesia (BI).

Previously, Suahasil revealed that the government had completed all payments of BLBI bonds issued during the 1997-98 crisis handling to BI, valued at approximately Rp218.3 trillion. The final payment was made on 24 August 2026, using Non-Tax State Revenue (PNBP) sourced from BI’s surplus.

This settlement marks the conclusion of the government’s obligations to BI arising from the issuance of bonds during the 1997-1998 crisis management.
