BKPM Speeds Up Business Licensing Through OSS Optimisation

Jakarta, Beritasatu.com – The Ministry of Investment and Downstreaming/Indonesia Investment Coordinating Board (BKPM) is accelerating business licensing processes to attract more investors to Indonesia.

This effort is being carried out through the issuance of Business Identification Numbers (NIB), which is strengthened through the improvement of Government Regulation (PP) No. 28 of 2025, as well as the optimisation of the online single submission (OSS) system to encourage increased national investment realisation.

Deputy Minister of Investment and Downstreaming/Deputy Head of BKPM, Todotua Pasaribu, said that licensing is a fundamental factor that determines how quickly or slowly investment is realised.

“Licensing services are one of the factors that contribute greatly to investment realisation. This licensing is the most fundamental thing,” said Todotua at the Ministry of Investment and Downstreaming, Jakarta, Thursday (26/2/2026).

He noted that the number of business actors who have registered through NIB has reached around 15.4 million. According to him, the effectiveness of regulatory improvements and the OSS system will be reflected in two main indicators, namely an increase in the number of business actors and an increase in investment realisation.

The government is targeting investment realisation of around IDR 13,000 trillion over the next five years. One of the important changes in PP 28/2025 is the ease of licensing for micro-enterprises.

Previously, the issuance of NIB was often hampered by the obligation to clarify the approval of conformity of space utilisation activities (PKKPR) or location permits, which took a considerable amount of time. Now, micro-enterprises can independently declare location permits through OSS.

“Now, micro-enterprises can independently declare their own permits. Simply stating the location permit and the NIB can be issued immediately,” said Todotua.

He emphasised that this policy is important because around 90% of national business actors come from the micro-enterprise segment.

In addition, BKPM is also strengthening the implementation of service level agreements (SLAs) with technical ministries and implementing the principle of positive fiction. In this scheme, permits can be issued according to the agreed deadline, while the fulfilment of technical requirements is carried out through a post-audit mechanism.

“If previously, we had to wait for all permits to be complete before we could start a business, now we are transforming it so that it runs in parallel so that the investment cycle can be shorter,” said Todotua.

He cited the hotel sector as an example, which is targeted to obtain permits within 28 days. Although the technical process, such as the Environmental Impact Assessment (AMDAL), is still ongoing, the NIB can still be issued according to the agreed time commitment, with the technical requirements that must still be met by business actors.
