BKPM Simplifies Land Use Conformity Procedure for Micro Enterprises, Now Only Requires Self-Declaration on OSS
Jakarta, KOMPAS.TV — The Ministry of Investment and Downstreaming/BKPM has simplified the procedure for issuing Land Use Conformity (KKPR) for micro-enterprises.
Through Circular Letter of the Minister of Investment and Downstreaming/Head of BKPM Number 1.S Year 2026, business actors can now obtain KKPR simply through a self-declaration mechanism on the Online Single Submission (OSS) system.
This policy was announced in Jakarta on Tuesday (24/2/2026), as part of efforts to accelerate the legalisation of micro-enterprises without neglecting the principles of spatial planning and local government supervision.
“We want micro-enterprises to no longer be burdened by complicated procedures. Through a self-declaration on the Online Single Submission (OSS), the process becomes faster and simpler, but remains accountable,” said Todotua in a press release.
“This is a real form of support so that small business actors can immediately operate legally and productively,” he said.
Simply Fill in Data and Self-Declaration
In the new mechanism, micro-enterprises only need to fill in some business location data through the OSS.
The required data includes administrative information, complete address, land area, one coordinate point, and a photo of the front of the business location.
After all the data is uploaded, business actors submit a self-declaration regarding the conformity of the business location.
With this scheme, the process of issuing KKPR becomes simpler and no longer burdens small business actors with layered verification stages.
However, the government affirms that the principle of spatial planning remains the main reference.
Todotua also ensures that this policy provides certainty for micro-enterprises that have previously submitted KKPR applications before the circular takes effect.
