BKPM Reveals Why Rp26.46 Billion OSS System Auction Failed
The Ministry of Investment and Downstream Industry/BKPM has revealed that the tender for the development of the integrated Online Single Submission (OSS) licensing system in the 2025 fiscal year was unsuccessful. As a result, the budget of Rp26.46 billion could not be absorbed and became one of the largest contributors to the ministry’s remaining budget.
Minister of Investment and Downstream Industry/Head of BKPM Rosan Roeslani explained that the OSS development project was financed through the Additional Budget (ABT), which was only approved in mid-2025. This condition made the implementation timeframe very limited, preventing the procurement process from proceeding as planned.
During a working meeting with Commission XI of the House of Representatives on Wednesday (15/7/2026), Rosan stated that the auction process had been carried out. However, due to the complexity of the OSS system, no provider was willing to undertake the work within the remaining time. “The auction process was conducted, but due to the complexity of the OSS system, there was no provider willing to commit to the work within the available time,” he said.
The failed auction contributed approximately 36.56 per cent of the total Remaining Budget Overcalculation (SiLPA) at BKPM in 2025. Overall, the Ministry of Investment recorded a remaining budget of Rp72.37 billion, or 8.23 per cent of the total budget ceiling of Rp879.61 billion.
In addition to the cancelled OSS project, Rosan noted that Rp16.75 billion in funds could not be utilised due to budget blocking. He stated this was a consequence of the implementation of Presidential Instruction No. 1/2025 on government spending efficiency, leaving the funds beyond the ministry’s control by the end of the fiscal year. Other remaining budget items stemmed from efficiency measures in contract procurement, self-managed activities, and employee expenditure.
Rosan affirmed that the ministry would undertake corrective measures to prevent similar occurrences in future strategic programmes, including strengthening early-year procurement, enhancing risk mitigation for strategic activities, and conducting regular monitoring and evaluation.
Despite the budget absorption challenges and the OSS system setback, Rosan reported that national investment realisation in 2025 exceeded the target. Total investment realisation reached Rp1,931.2 trillion, equivalent to 101.3 per cent of the national target of Rp1,905.6 trillion, and grew 12.7 per cent compared to the previous year. This achievement absorbed 2.71 million Indonesian workers, an increase of 10.4 per cent. Domestic investment contributed Rp1,030.3 trillion, or 53.4 per cent, while foreign investment reached Rp900.9 trillion, or 46.6 per cent. Investment outside Java dominated, accounting for Rp991.2 trillion, or 51.3 per cent of the total national investment realisation.
