The Ministry of Investment and Downstreaming/BKPM, together with the Ministry of Transportation, is offering investment opportunities to develop Purabaya Type A Terminal in East Java and Betan Subing Terminal in Lampung through a public-private partnership (PPP) scheme.

BKPM Deputy for Investment Planning Ichsan Zulkarnaen said market sounding was an important step in introducing the projects to prospective investors. It also aims to provide an initial overview of the project structure and the allocation of risks.

“This market-sounding event has been made possible by close cooperation between the PPP Joint Office and the Ministry of Transportation as the Government Contracting Agency. We hope the event will give prospective investors an initial overview of the projects, their structure and the allocation of risks,” Ichsan said in a statement in Jakarta on Friday, 23 October 2026.

Ichsan said investment was a driver of economic growth. Investment realisation reached Rp1,539.2 trillion in the third quarter of 2026, up 7.3 per cent from the same period a year earlier.

The transport, warehousing and telecommunications sectors recorded investment of Rp154.4 trillion. The Government is prioritising stronger connectivity to facilitate mobility, reduce logistics costs and broaden access to economic opportunities.

Purabaya Terminal covers 12 hectares and requires an estimated Rp780.4 billion in investment. The project offers a 30-year cooperation period and an internal rate of return (IRR) of 13.33 per cent.

Betan Subing Terminal, covering 5.48 hectares, plays a role in connecting economic activity across southern Sumatra. The project requires Rp397.3 billion in investment, with a 20-year cooperation period and an IRR of 12.52 per cent.

BKPM hopes feedback from prospective investors will help improve the project studies, structures and procurement documents. The event was also attended by businesses in transport, logistics, property and contracting, as well as financial institutions, consultants and business associations.
