BKPM Announces Japanese Biopharma Takeda to Invest Rp539 Billion
The Ministry of Investment and Downstreaming/BKPM has announced that Japanese biopharmaceutical company Takeda will invest up to US$30 million, or approximately Rp539 billion, in the development of a plasma-derived medicinal product (PODP) ecosystem in Indonesia. This investment is an initial two-year phase to build a plasma bank network as the foundation for developing the national plasma industry.
Minister of Investment and Downstreaming/Head of BKPM Rosan Roeslani stated that Takeda’s investment reflects growing global investor confidence in Indonesia’s prospects, particularly in the high-tech healthcare sector.
“This investment is strategic, not only bringing in additional capital but also opening opportunities for technology transfer, human resource development, and the creation of high-skilled jobs. The government continues to encourage investment that provides added value and strengthens national industrial capacity so that Indonesia can become a manufacturing and healthcare innovation hub in the region,” he said.
According to him, this partnership aligns with the economic transformation agenda through downstreaming in various strategic sectors, including healthcare, to enhance national industrial competitiveness and strengthen Indonesia’s position in the global supply chain.
He noted that Japan is one of Indonesia’s strategic investment partners. Based on BKPM records, in the first quarter of 2026, Japan ranked fifth among Indonesia’s main investors, with investment reaching US$1 billion. Total realised investment from Japan from 2021 to the first quarter of 2026 reached US$18.1 billion, with an average growth of 13.2 percent, absorbing 299,460 workers.
Rosan stated that this provides a strong foundation for developing investment cooperation in priority sectors, including healthcare. Through this collaboration, it is hoped that Indonesia will not only increase public access to much-needed plasma-derived medicinal products but also build a competitive, innovative, and sustainable biopharmaceutical industry ecosystem. The first plasma bank is targeted to begin operations by 2027 as part of the development of a national plasma network that meets global standards.
