BKPM and Ministry of Youth and Sports Sign MoU to Develop Investment Potential in Sports Sector
The Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) and the Ministry of Youth and Sports have strengthened their synergy to encourage investment development within the sports sector. This commitment was formalised through the signing of a Memorandum of Understanding regarding the Synergy of Risk-Based Business Licensing Administration and the Development of Investment in the Sports Sector in Jakarta on Friday (28/8).
The MoU was signed by the Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslag, and the Minister of Youth and Sports, Erick Thohir. This partnership serves as a foundation for both ministries to strengthen the implementation of risk-based business licensing while fostering a conducive investment climate for the development of the national sports industry.
Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslag, stated that developing investment in the sports sector needs to provide a broader impact, not only in terms of increased investment value but also in social and economic benefits for the community.
“The sports industry actually possesses immense potential and can elevate this economic sector to a higher level. The impact is felt not only by the cities hosting such activities but also has an overall impact on the economy. It affects not just sports, but also tourism and other industries,” said Rosan.
According to Rosan, strengthening the investment ecosystem in the sports sector must be supported by regulatory certainty and inter-institutional collaboration. Through this synergy, the government can create increasingly effective licensing services while opening wider investment opportunities across various sporting fields.
“With Government Regulation (PP) No. 28 of 2025, we are granted the authority that if licences from other ministries have not been issued within the agreed Service Level Agreement (SLA), the OSS system will automatically issue the permit. This provides certainty regarding licensing. Since this provision was implemented, we have issued more than 250 permits through the ‘positive fiction’ mechanism,” Rosan explained.
Meanwhile, the Minister of Youth and Sports, Erick Thohir, highlighted the vast potential of the sports industry and sport tourism as rapidly growing sectors.
“The sports industry is worth approximately USD 521 billion or IDR 8,000 trillion, with an annual growth rate of 8%, which is higher than the economic growth of many countries. This does not yet include sport tourism, which is valued at nearly USD 600 billion and is also seeing significant growth,” said Erick.
Through this MoU, both ministries have agreed on several areas of cooperation, including policy synergy in the administration of risk-based business licensing in the sports sector, improving services, facilitating supervision and monitoring of business actor compliance through the Online Single Submission (OSS) system, enhancing human resource competence, and ensuring the interoperability of business licensing data and information.
Additionally, the cooperation is directed towards developing investment opportunities and promoting capital investment in the field of sports. This is expected to strengthen the national sports industry ecosystem and provide service certainty for business actors.
