Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM) Rosan Roeslani announced that national investment realisation throughout 2025 reached Rp1,931.2 trillion. This figure exceeded the set target of Rp1,905.6 trillion and increased by 12.7 percent compared to the previous year. The achievement also resulted in the absorption of 2.71 million workers in Indonesia, growing 10.4 percent year-on-year (yoy). “We achieved all of this while maintaining accountable and transparent management of state finances and assets,” Rosan stated during a working meeting with Commission XII of the Indonesian House of Representatives (DPR RI) in Jakarta on Wednesday, 15 July 2027. Rosan explained that investment in 2025 was dominated by Domestic Direct Investment (PMDN), which contributed 53.4 percent or Rp1,030.3 trillion. Meanwhile, Foreign Direct Investment (PMA) reached 46.6 percent or Rp900.9 trillion. Regionally, investment outside Java Island reached Rp991.2 trillion, accounting for 51.3 percent of total realisation, higher than investment in Java which stood at Rp940 trillion. The five largest sub-sectors by investment value during 2025 included the base metal industry, metal goods, non-machinery and equipment at Rp262 trillion; transportation, warehousing, and telecommunications at Rp211 trillion; mining at Rp199.6 trillion; other services at Rp170.5 trillion; and housing, industrial estates, and offices at Rp140.4 trillion. “In line with our mandate, downstreaming is one of the main drivers. Downstreaming investment realisation in 2025 reached Rp584.1 trillion, growing 43.3 percent and contributing 30.2 percent to the total national investment realisation. 71.1 percent of this is located outside Java. This is a tangible effort to create domestic added value while promoting equitable development,” Rosan said. In the mineral downstreaming sector, investment value was recorded at Rp373.1 trillion, derived from nickel commodities at Rp185.2 trillion, copper at Rp65.8 trillion, bauxite at Rp53.1 trillion, iron and steel at Rp39.2 trillion, tin at Rp11.3 trillion, and other commodities such as silica sand, gold, silver, cobalt, manganese, coal, and Buton asphalt at Rp18.5 trillion. Meanwhile, investment in the fisheries and marine downstreaming sector reached Rp6.4 trillion, covering commodities such as salt, TCT fish (tuna, skipjack, mackerel tuna), shrimp, seaweed, crab, and tilapia. The five regions with the largest downstreaming investment realisation throughout 2025 were Central Sulawesi at Rp110 trillion, North Maluku at Rp74.8 trillion, West Java at Rp71.4 trillion, Banten at Rp41.3 trillion, and East Java at Rp36.7 trillion.
