Jakarta, CNBC Indonesia - The National Civil Service Agency (BKN) has assured that the fulfilment of human resources (HR) for the Red and White Village/Kelurahan Cooperatives (Kopdes) programme and the Red and White Fishermen’s Villages will proceed transparently.

BKN stated that this transparency will mirror the agency’s long-standing practices in civil servant (ASN) procurement through the Computer Assisted Test (CAT) method.

“Therefore, BKN ensures that the registration process is conducted digitally via the official government portal without any fees, namely phtc.panselnas.go.id,” quoted from BKN’s post on its official social media account on Friday (17/4/2026).

BKN Head Zudan Arif Fakrulloh emphasised that the agency will oversee the process to ensure it follows a merit system and maintains integrity. This recruitment is open to graduates from D3 to S1 levels across all majors, offering broad opportunities for young talents throughout Indonesia.

Meanwhile, Coordinating Minister for Food Affairs Zulkifli Hasan reported progress with the number of Red and White Kopdes units exceeding 30,000.

Additionally, there are 5,476 managers in the Red and White Fishermen’s Villages Programme, who will become employees of a state-owned enterprise under PT Agrinas Jaladri Nusantara with PKWT (Fixed-Term Employment Contract) status, and after two years of service, they will be transferred to join the Red and White Kopdes.

“The selection process will adhere to principles of transparency and accountability. There are no special channels. Everyone must go through an open mechanism,” Zulkifli Hasan stressed during a press conference on HR Procurement for Red and White Village/Kelurahan Cooperatives and Red and White Fishermen’s Villages, quoted on Friday (17/4/2026).
