Tangerang Selatan, Kompas.com — The appointment confirmation letter for the position of Regional Secretary (Sekda) of the City of Tangerang Selatan, Bambang Noertjahyo, has not yet been issued by the State Civil Servants Agency (BKN).

The situation raises questions about the status of the post currently occupied by Bambang.

According to Asep, the Sekda position is a High Leadership Position (Jabatan Pimpinan Tinggi, JPT) which has a periodic evaluation mechanism, not a political post with a fixed term.

He explained that under this rule, the Sekda post does not automatically terminate after five years; instead it is evaluated to determine whether it can be extended or must be replaced.

There is indeed periodic evaluation, but it can be extended if the performance is good, the competencies are appropriate, the organisation still needs it, and it obtains approval in accordance with the ASN (Aparatur Sipil Negara) mechanism,

He added that the role of Sekda differs from that of the political head of the region, which has a fixed term.

After all, the Sekda is a civil service career post that can be evaluated periodically, unlike the regional head, who has a fixed-term tenure.

Under Law Number 23 of 2014, there is no provision for a definitive Sekda tenure, he explained.

The mechanism for evaluating high leadership positions currently also refers to the latest civil service regulations, including Law Number 20 of 2023 on ASN.

Regarding the evaluation process, the Tangerang Selatan City Government has conducted a performance evaluation of Bambang and has sent the evaluation documents to the BKN.

“At present, technically we are only waiting for the confirmation of the evaluation results from the BKN,” said Asep.

He emphasised that the process does not indicate a vacancy in the post but is part of the civil service administrative procedures.

According to Asep, the Sekda position plays a strategic role in the regional bureaucratic structure, including in the management of the regional budget.

Therefore, he urged the public not to speculate about the developing issue.

“There are no legal issues. Everything is proceeding according to the mechanism,” he said.
