BKN Clarifies Thousands of ASN Resignations: Majority Due to Employment Status Changes

The National Civil Service Agency (BKN) has spoken out regarding data on civil servant (ASN) resignations in the first semester of 2026. Of the total 2,722 people who resigned, the majority actually switched employment status, namely from part-time government employees (PPPK Paruh Waktu) to full-time government employees (PPPK Penuh Waktu). As such, their status remains the same as ASN, not resigning.

BKN Head Zudan explained that 1,147 of the total 2,722 people remain ASN. This is because they merely moved from part-time PPPK status to full-time PPPK status at a new agency.

“Under the regulations, the 1,147 people included in the transition from part-time PPPK to full-time PPPK are required to go through a resignation process first at their old agency, before eventually serving at the new agency, but their employment status remains ASN,” Zudan said on Thursday (13/8/2026) in Jakarta.

In addition, regarding the 962 civil servants (PNS) in the early retirement category, this is an administrative process for pension decrees that were only issued in the first semester of 2026. This is considered normal because their period of service is deemed sufficient, so they have earned pension rights. Thus, only 384 people (14 percent) actually left the ASN without pension rights.

“They consist of 233 PNS and 151 CPNS (candidate civil servants),” Zudan said.

Zudan emphasised the various reasons given by ASN who resigned and are not yet entitled to receive a pension because their status is still CPNS and/or PNS with a certain period of service, ranging from family matters, wanting to focus on other fields or work, work locations deemed too far, illness, and wanting to develop a business.

“But most importantly, we at BKN are correcting the view that the majority is purely due to a change in employment status, and they have met the pension requirements. This is a very normal matter in Indonesian civil service law,” Zudan said.
