Bima Mayor A Rahman, also known as Aji Man, has banned civil servants in the West Nusa Tenggara city from spending time at coffee stalls, cafés and restaurants, or going to markets during working hours. Civil servants found violating the rule will face sanctions.

The policy is based on the mayor’s latest circular, Mahdun, head of Bima City’s Personnel, Development and Human Resources Agency (BKPSDM), told detikBali on Friday (16 October 2026).

The ban is set out in Circular Letter No. 504 of 2026 on compliance with working hours and restrictions on activities outside the office during working hours. The circular was issued on 14 October 2026.

Mahdun said the circular was addressed to the mayor’s expert staff, regional secretariat assistants, heads of regional government agencies, sub-district heads and urban village heads across Bima.

In the circular, Aji Man said the policy was intended to enforce discipline, improve performance, make public services more efficient and maintain employees’ professionalism.

“Civil servants are prohibited from visiting coffee stalls, cafés, restaurants, markets or similar places during working hours, unless this is part of their duties and they have an official assignment letter,” Aji Man said, as quoted by detikBali from point four of the circular.

Aji Man also reminded Bima City civil servants to observe the prescribed working hours. From Monday to Thursday, they work from 7.30am to 4pm Central Indonesia Time, with a break from noon to 12.30pm. On Fridays, working hours are from 7am to 4pm, with a break from 11.30am to 1pm.

Civil servants are also prohibited from leaving their workplace without a supervisor’s permission, except for official duties. Those found away from work during working hours without a valid reason will be sanctioned in accordance with applicable rules.

“Regional agency heads, sub-district heads and urban village heads across Bima City must conduct consistent, tiered supervision of their subordinates’ compliance with working hours and their presence at work,” Aji Man said in the circular.
