Bima Arya States Efficiency and Synergy Key to Boosting Regional Economy
Deputy Minister of Home Affairs (Wamendagri) Bima Arya Sugiarto emphasised that budget efficiency and strengthening synergy between the central and regional governments are the main keys to promoting regional economic growth.
He conveyed this during the Central Java Provincial Development Planning Deliberation (Musrenbang) for 2026 to prepare the Draft Regional Government Work Plan (RKPD) for Central Java in 2027 at the Gradhika Bhakti Praja Building, Semarang, on Tuesday (28/4).
In his presentation, Bima stressed that the central government continues to encourage regional heads to prioritise spending efficiency, innovation in Local Own-Source Revenue (PAD), and oversight of National Strategic Projects (PSN) to ensure they truly impact the regional economy.
“Well, we often motivate regional heads with points on efficiency, PAD innovation, and then PSN, which some regional heads find burdensome, but if overseen together, it can actually boost the regional economy,” he said in a written statement on Tuesday (28/4/2026).
Bima assessed that Central Java Province’s fiscal capacity is in a strong condition and ranks among the standout ones nationally. This, he said, is evident from the regional revenue structure showing PAD at 66.07 percent, while transfers from the central government amount to 33.83 percent.
“If we look at it, ladies and gentlemen, the fiscal capacity in Central Java is solid,” he stated.
Nevertheless, he reminded that there is still homework to be done, particularly for regions with low fiscal independence that still rely on central government transfers.
In line with that, Bima also highlighted the importance of rational and responsible budget management amid an era of information openness that makes every public policy increasingly subject to scrutiny.
“We all must be careful. Do not budget for something unreasonable,” he asserted.
In addition to budget efficiency, he considered strengthening synergy between the central and regional governments as an important factor in ensuring optimal implementation of development programmes. According to him, although not always easy, synergy is needed to support the success of national priority programmes.
Furthermore, Bima explained that the government is also promoting a more innovative financing approach to support regional development. This is done through prudent fiscal management, spending efficiency and effectiveness, asset optimisation, as well as strengthening synergy and financing innovation.
In this context, asset optimisation and financing innovation are seen as strategic instruments to strengthen the implementation of priority programmes while promoting regional economic independence.
At the end of his speech, Bima expressed optimism that strong synergy between the central and regional governments can make priority programmes a lever for inclusive and sustainable economic growth.
“When the bureaucracy and its leaders synergise, when regional heads are enthusiastic about making priority programmes a lever for the regional economy, then insyaallah Central Java will always be at the forefront,” he concluded.
