Bima Arya States Desartada Will Serve as National Guideline for Regional Reorganisation
Bima Arya shared these views during a Hearing Session with Commission II of the House of Representatives (DPR) of the Republic of Indonesia regarding the draft Government Regulation (RPP) on Regional Reorganisation and Desartada. The meeting took place in the Commission II Meeting Room, Nusantara Building, DPR RI, Jakarta, on Thursday (4/6/2026).
According to Bima, regional reorganisation is a mandate of Law Number 23 of 2014 concerning Regional Government. Its objectives are to enhance the effectiveness of local government administration, accelerate public welfare, improve the quality of public services, strengthen governance, and boost regional competitiveness.
“Regional reorganisation is also directed towards preserving the uniqueness of customs, traditions, and cultures that characterise each region,” Bemma Arya stated in a written statement on Friday (5/6/2026).
Within this framework, the government is developing Desartada as a long-term policy direction to ensure that the implementation of decentralisation remains aligned with national development objectives. “This grand design for regional reorganisation is a highly strategic instrument to ensure that the entire design of regional restructuring meets the targets of decentralisation and the requirements of national development,” Bima noted.
During the session, Bima emphasised that the government agrees that regional expansion (pemekaran) must be carried out selectively and through careful consideration. “We agree with what was presented by the meeting leadership: that regional expansion must be conducted through very strict selection, carefully considering various aspects, including regulations, social and political conditions, as well as national fiscal and economic capacity,” he revealed.
Consequently, although the drafting of the RPP on Regional Reorganisation and the RPP on Desartada is ongoing, the formation of new regions will be adjusted to national macroeconomic conditions and the government’s fiscal capacity. Furthermore, the government remains focused on evaluating the progress and performance of new autonomous regions (DOB).
Bima stated that such evaluations are essential to ensure that the goals of regional reorganisation are truly achieved and provide tangible benefits to the community. “Moving forward, the government will continue to conduct analyses regarding the impact and needs of preparatory regions during the formation, implementation, and post-preparatory stages of new regions,” he concluded.
