Billy, the Nasi Uduk Thief, Steals from Elderly Women in Bekasi
The actions of Toto Rusdianto, alias Billy (46), who stole money from an elderly woman selling Nasi Uduk in Bekasi, West Java, have been revealed. It turns out that Billy has stolen twice, with both victims being elderly women selling Nasi Uduk.
Toto, alias Billy, was arrested on Friday (February 20) at 05:40 WIB on Jalan Kramat Utara RT 01 RW 04, Kampung Tengah Village, Kramat Jati, East Jakarta. For his actions, Toto, alias Billy, was charged with Article 479 of the Criminal Code regarding theft with violence, with a maximum sentence of nine years in prison.
“Thanks to sharp analysis of digital evidence, officers were able to identify the perpetrator and track down his hideout in East Jakarta,” said the Head of Unit V of the Mobile Criminal Investigation Unit of the Metro Jaya Police, AKP Arief Ryzki Wicaksana, on Thursday (February 26, 2026).
First Theft
The first theft occurred on Jalan Sosial RT 02 RW 06, Jatiwaringin Village, Pondok Gede, Bekasi City, on Friday (January 2) at around 08:00 WIB. The perpetrator took the victim’s bag containing a wallet and Rp 7.5 million. The perpetrator took the bag hanging on the fence at the stall and hid it under his shirt. However, the victim, who realized her money had been stolen, tried to stop him and fell while holding onto the perpetrator’s motorcycle.
“When the perpetrator tried to escape on a motorcycle, the victim tried to stop him and held his hand. However, the perpetrator sped off, the victim fell, and the perpetrator fled,” said AKP Arief Ryzki Wicaksana. The victim’s child reported the case to the Pondok Gede Police. A month later, Toto, alias Billy, targeted another Nasi Uduk seller.
Second Theft
The second theft occurred on Tuesday (February 17) morning on Jalan Bulak Tinggi, Pondok Melati, Bekasi City. The incident involving the elderly woman, Atnah (65), attracted a lot of public sympathy. Atnah said she could no longer sell. The money from selling Nasi Uduk and Lontong Sayur had been stolen. “The stolen money was for capital and profit, and now I can’t sell anymore because I have no capital,” said Atnah on Friday (February 20). The Rp 700,000 she had saved little by little was gone. When the perpetrator came and ordered Nasi Uduk, Atnah said she didn’t suspect anything at all. Atnah immediately fulfilled the order for four portions of Nasi Uduk as requested by the perpetrator. The perpetrator immediately took all of Atnah’s money, which was stored in a biscuit tin. “I was packing it up, and I didn’t see it. Suddenly, that person took my money. When I checked, my money was gone,” said Atnah. Atnah earns a living by selling Nasi Uduk and Lontong Sayur. Alone, Atnah cooks starting at 01:00 WIB in her house on RT 04 RW 03, Jatiwarna Village.
Similar Modus Operandi of Billy
The Head of Unit V of the Mobile Criminal Investigation Unit of the Metro Jaya Police, AKP Arief Ryzki Wicaksana, said that the perpetrator would pretend to order Nasi Uduk. When the victim was not paying attention, the perpetrator would steal the victim’s money. “The perpetrator is a thief who uses the modus operandi of ordering Nasi Uduk, targeting vulnerable groups, namely mothers or elderly women,” said Arief on Thursday (February 26). The moment the seller prepares the order is used by the perpetrator to steal the victim’s money. Toto has stolen twice, with both victims being elderly women selling Nasi Uduk.
Money Used for Living Expenses
The police revealed that Toto Rusdianto, alias Billy (46), used the money he stole from the elderly Nasi Uduk sellers in Bekasi City, West Java, to pay for his living expenses. Billy committed the theft because he did not have a permanent job. “The stolen money was used by the suspect for his daily needs because he does not have a permanent job,” said the Head of Public Relations of the Metro Jaya Police, Kombes Budi Hermanto, on Thursday (February 26). In carrying out his actions, Billy often targeted vulnerable groups such as the elderly. This is because, according to Billy, the victims are easier to steal from. “Based on the results of the investigation and examination by investigators, it was found that there are 2 crime scenes committed by the suspect with the same victims, both of whom are elderly women selling Nasi Uduk. Both are in the Pondok Gede area, Bekasi City,” he said.
