BGN's Explanation Regarding the Rp 1.2 Trillion IT Budget
Head of the National Nutrition Agency (BGN), Dadan Hindayana, has explained the issue claiming that the budget allocation for procuring information and technology needs in the free nutritious meal programme reaches Rp 1.2 trillion. According to Dadan, the spotlighted budget is allocated for two main needs in procuring the National Nutrition Fulfilment Information System (SIPGN). Based on its realisation, said Dadan, the first need covers the development of the SIPGN application with a value of around Rp 550 billion. This project includes various system modules designed to support integrated nutrition data management. In addition, there is also an allocation for providing managed services for Internet of Things (IoT) devices with a value of around Rp 199 billion. Dadan claims this service aims to support real-time nutrition programme monitoring in various regions. “BGN is committed to ensuring that the SIPGN system and IoT services can operate maximally as soon as possible to ensure targeted nutrition distribution and real-time monitoring,” said Dadan as quoted from the BGN website on Thursday, 23 April 2026. Furthermore, Dadan stated that this project is being carried out by Perum Peruri through direct appointment. The reason is that Peruri is a technology company with high security levels or high security, thus deemed capable of handling government digital systems. Peruri is also said to have been granted authority as a provider of digital security solutions for government agencies as stipulated in Government Regulation Number 6 of 2019 concerning the State-Owned Printing Company of the Republic of Indonesia (Peruri). In addition, Dadan mentioned Peruri’s status as GovTech Indonesia as regulated in Presidential Regulation Number 82 of 2023 on Accelerating Digital Transformation and Integration of National Digital Services as the main reason BGN chose this institution. Dadan further justified that Peruri also has a solid track record, including its position as the only State-Owned Enterprise (BUMN) Electronic Certification Provider (PSE) directly under the Ministry of Communication and Digital. “Perum Peruri’s involvement in this strategic programme is an integrated state step,” said Dadan. Dadan then claimed that all cooperation processes have been carried out transparently. He promised that data security aspects are a primary concern in developing this system. This is because the SIPGN platform will later manage sensitive data related to the nutritional condition of the Indonesian population. “We ensure there are no loopholes for deviations, because this concerns the broad public’s nutrition data,” he stated. Previously, the oddity of allocating Rp 1.2 trillion in funds for IT needs by BGN drew scrutiny after being revealed by the Instagram account @Nasehat Pendaki. Based on a search on Inaproc—the centralised national procurement portal managed by the Government Goods/Services Procurement Policy Agency (LKPP)—two major projects worth Rp 1,265 trillion were found carried out by BGN on 22 October 2025. That figure consists of the Managed Service for IT and IoT Facilities project in 5,000 locations worth Rp 665.4 billion, and the National Nutrition Fulfilment Information System project worth Rp 600 billion. Both projects are recorded as using the direct appointment method. In the SPSE display, both projects are already in “Package Completed” status. The problem is that in the contract winner section, the vendor’s identity is not listed. The company name, address, and Taxpayer Identification Number (NPWP) of the vendor are not mentioned.
