JAKARTA — Each nutrition service unit (SPPG) under the Free Nutritious Meals (MBG) programme must now serve a minimum of 300 beneficiaries from the 3B group — pregnant women, nursing mothers, and toddlers — according to a directive issued by the National Nutrition Agency’s (BGN) Monitoring and Supervision Deputy (Tauwas) in Circular No. 5 of 2026 on Minimum Service Provision for the 3B Group.

“This circular is issued to ensure adequate nutrition coverage for the 3B group and enhance consistency in SPPG implementation across all regions,” said BGN’s Tauwas Deputy, Lieutenant General (Retired) Dadang Hendrayuda on Monday, as reported on Tuesday (26 May 2026).

“During field inspections, we frequently find SPPG units serving fewer than 100 3B beneficiaries,” Dadang added.

With this circular, each SPPG must now serve a minimum of 300 beneficiaries from the 3B group. If this minimum service requirement is not met, strict penalties will be imposed on the SPPG head and the managing partners and foundations.

The SPPG head will face written penalties in the form of an official warning recorded in the unit’s performance record. Meanwhile, partners and foundations managing SPPG units that fail to meet the minimum service obligations for the 3B group will see their units suspended under a major penalty category.

“Given the major suspension penalty, they will not receive the daily incentive of Rp6 million until compliance is verified,” he added.

For monitoring and reporting, SPPG heads must submit periodic reports on 3B service achievements to their respective Regional Directorates under the Tauwas Deputy, in accordance with established technical guidelines. The Regional Directorates will then verify these reports.

“The verification results will serve as the basis for assessing compliance with the minimum requirements,” he said.

Dadang explained that penalty procedures will follow BGN’s administrative protocols, including a specified period for clarification.

“Clearly, the rule mandating a minimum of 300 beneficiaries from the 3B group must be implemented from 2 June 2026,” said the Kopassus senior officer.

BGN stated that the MBG programme is a strategic government effort to improve nutrition status among vulnerable groups. To ensure the programme’s success, BGN has set minimum service standards for the 3B group.

The standards aim to ensure equitable access to nutrition, enhance public health quality, and sustain the programme in line with national policy mandates. This standardisation also strengthens oversight and ensures optimal use of programme resources.
