BGN: Use of Rp 113 Billion for EO Services Already Rational

Head of the National Nutrition Agency (BGN), Dadan Hindayana, stated that the use of a budget of around Rp 113 billion for event organiser (EO) services is appropriate and rational. He said that EO services are needed amid the requirement to accelerate the agency’s programmes, which are still in the early stages of establishment.

According to Dadan, BGN is currently building its systems, organisational structure, and operational governance. In such conditions, the agency does not yet have adequate internal resources to handle large-scale activities independently.

“The use of EO services is a strategic step to ensure activities are conducted professionally, to standard, and on time,” said Dadan, quoted from an official statement on Monday, 13 April 2026.

He explained that involving EOs is particularly needed to support the organisation of national-scale activities, such as the socialisation of the free nutritious meals programme and technical guidance for food handlers. EOs are considered to have expertise in event management, from planning and vendor coordination to operational risk mitigation.

In addition to technical aspects, Dadan views the use of third parties as supporting more orderly administrative and financial governance. With a centralised work system, procurement processes, payments, and activity reporting are deemed easier to monitor. “This actually facilitates audits and accountability because all activity components are documented systematically,” he said.

Dadan also stated that using EOs is more efficient than building internal capacity in a short time. The recruitment and training process, he said, requires time and costs, while strategic programmes must be implemented immediately. “EOs serve as a bridge solution so that programmes can still be executed without sacrificing quality and time,” he said.

Nevertheless, Dadan claimed that all budget uses, including EO services, are carried out in accordance with legal regulations and are open to internal and external oversight.

BGN has appointed several companies to serve as event organisers for various nutrition-related agency activities. Throughout BGN’s 2025 procurement, there were at least 31 EO service rental packages signed with a total contract value of Rp 113.9 billion.

Based on BGN’s goods and services procurement realisation data published by LKPP, the majority of EO rentals are for activities at the head office. Several EO service provider companies have frequently won tenders more than once.
