BGN: The Problem with the SPPG Electric Motorcycle Procurement is Mark-up

Deputy Head of the National Nutrition Agency (BGN) Agustina Arumsari has dismissed the notion that the 21,000 electric trail bikes purchased for the heads of Nutrition Fulfilment Service Units (SPPG) were the result of corruption. She stated the vehicles were paid for using state funds. “So, I apologise, if yesterday it was suggested that it was the result of corruption. It was paid for by state money, not the result of corruption,” Arumsari said during a press conference at the BGN office in Kebon Sirih, Central Jakarta, on Tuesday, 21 July 2026. She clarified that the object of the investigation is the alleged mark-up or price inflation. Arumsari noted that the amount of state loss is still being calculated by investigators. The state losses will later be demanded from the suspects through a court mechanism. “Returned to the state treasury,” Arumsari said. Arumsari also stated that the BGN has already fully paid for the electric motorcycles from the 2025 budget. In a hearing with the House of Representatives’ Commission IX on Friday, 17 July 2026, she detailed that the down payment or pre-payment for the procurement amounted to IDR 243.9 billion, with a subsequent payment of IDR 167.5 billion. Despite the full payment, the vehicles cannot yet be recorded as definitive state assets due to the ongoing investigation by the Attorney General’s Office. The Attorney General’s Office is currently investigating two corruption cases at the BGN, including the alleged trading of Nutrition Fulfilment Service unit points and the procurement of electric motorcycles for SPPG heads. The office has named several suspects, including a former Head of BGN and the President Commissioner of PT Yasa Artha Trimanunggal, the company that supplied the electric motorcycles. The Director of Investigation at the Junior Attorney General for Special Crimes, Syarief Sulaeman Nahdi, explained that the commissioner allegedly manipulated the procurement process and colluded with BGN officials from the planning stage to the disbursement of funds. He added that the company did not meet the requirements to be a vendor, as it lacked an active dealership or workshop.
