BGN: State Financial Usage for MBG is Layered and Transparent
The Head of the National Nutrition Agency (BGN), Dadan Hindayana, has emphasised that the use of the budget for the Free Nutritious Meals Programme (MBG) is carried out through a layered mechanism involving various institutions to ensure transparency and accountability.
“The main principle in managing the state budget is that there is no process that runs independently without supervision; you are never alone (never runs independently). Everything goes through a clear mechanism and involves various parties,” he stated in an official release in Jakarta on Thursday.
Dadan emphasised that the programme planning stage is discussed through a tripartite forum involving BGN, the Ministry of National Development Planning (Bappenas), and the Ministry of Finance (Kemenkeu).
Furthermore, the budget discussion process up to the stage of unblocking the budget because the programme is included in the national priority is also carried out through the same mechanism.
At the procurement stage, Dadan mentioned that there is a review process by the government’s internal supervisory apparatus (APIP) to ensure that all procedures comply with applicable regulations, as does the payment process which is not free from supervision and must go through approval from the Ministry of Finance.
“In the payment process, everything is approved by the Ministry of Finance,” he said.
Meanwhile, technically, the role of the Ministry of National Development Planning/Bappenas is more focused on evaluating the results or output (result/RO) of the programme, not on the detailed technical specifications of procurement.
With this mechanism, BGN ensures that all state financial management runs transparently, accountably, and in accordance with applicable regulations.
