BGN: Shoe Polish and Brushes as Part of SPPI Facilities
Head of the National Nutrition Agency (BGN), Dadan Hindayana, explained that the procurement of shoe polish and brush kits forms part of the educational and training needs for the Sarjana Penggerak Pembangunan Indonesia (SPPI) programme in 2025. The programme is designed for participants prepared as support components in implementing the Free Nutritious Meals (MBG) programme.
Dadan stated that the SPPI education costs come from the BGN budget. However, the procurement of goods, including shoe polish and brushes, is carried out through a Type II self-managed scheme involving the National Defence University. “So the procurement is at the National Defence University,” Dadan said when contacted on Friday, 17 April 2026.
He explained that there were seven individual field equipment kits provided to SPPI participants in the previous year. The total value of that procurement reached around Rp1.52 billion. “The breakdown is Rp1.25 billion for polish and around Rp272 million for polish brushes,” he said.
From those procurement packages, according to him, the price per unit of polish was purchased for Rp41,470 and the polish brush per unit for Rp10,780. Dadan mentioned that the procurement was intended for 30,299 SPPI education participants.
Based on procurement realisation data from the Government Goods/Services Procurement Policy Agency (LKPP), there are several shoe polish and brush contract packages carried out by several providers through the government procurement mechanism.
In that data, at least 12 contract packages were signed by the MBG project implementing agencies to purchase shoe brushes and polish. The total value of the goods procurement contracts is recorded at Rp1.57 billion, involving several provider companies.
Providers include PT Gajah Mitra Paragon, PT Bijee Galang Indonesia, and PT Tempa Bersama. PT Gajah Mitra Paragon is recorded as receiving two procurement contracts, namely for shoe polish and shoe polish brushes. For the polish package, the company received a contract value of Rp610.2 million. Meanwhile, for the shoe polish brush procurement, the same company received a contract worth Rp158.2 million.
PT Bijee Galang Indonesia, located in East Jakarta, is also recorded as receiving a similar procurement project. The company received a contract of Rp136 million for solid shoe polish and Rp35 million for shoe polish brush packages.
In the Inaproc procurement catalogue, products of shoe polish and brushes from PT Bijee Galang Indonesia are known to no longer be available.
Meanwhile, at PT Gajah Mitra Paragon, Kiwi brand shoe polish products are recorded as sold for around Rp54,999 to Rp56,000 per unit. While shoe polish brushes are priced at around Rp50,000 per unit. If compared to market prices, one package of shoe polish along with a brush with a similar brand is sold for around Rp18,999.
