BGN Sanctions 1,251 SPPG Units for Violating Standards
The National Nutrition Agency (BGN) has imposed sanctions on 1,251 Nutrition Fulfilment Service Units (SPPG) across Indonesia for failing to meet the standards of the free nutritious meals (MBG) programme. Of these, 1,030 SPPG units have been suspended, 210 received first-stage warning letters (SP-1), and 11 others entered the second stage (SP-2).
BGN Head Dadan Hindayana stated that the actions against these SPPG units followed the discovery of serious violations, ranging from infrastructure not meeting standards, the absence of Wastewater Treatment Installations (IPAL), to the failure to register Hygiene Sanitation Certificates (SLHS).
Dadan emphasised that this step demonstrates the government’s commitment to maintaining the quality of the MBG programme. “We will not tolerate any violations of standards in any form. This programme concerns public health, so quality must be the top priority,” Dadan said in his official statement on 20 March 2026.
Based on BGN data, Region II (Java) has the highest number of sanctions, with 674 SPPG units. This is followed by Region I (Sumatra) with 446 SPPG units, and Region III (central and eastern Indonesia) with 131 SPPG units.
According to Dadan, these sanctions are part of a coaching process that all managers must adhere to. “SP-1 and SP-2 are stern warnings for managers to immediately make improvements. If ignored, operational suspension will be an unavoidable consequence,” he said.
In addition, BGN has temporarily closed 62 SPPG units proven to serve menus not in accordance with technical guidelines. Dadan noted that this condition is deemed potentially disruptive to the programme’s main objective of improving community nutrition quality. “We want to ensure that every meal distributed is truly worthy, safe, and meets nutritional standards. There can be no compromise,” Dadan stated.
Dadan said BGN will tighten supervision of SPPG units through periodic evaluations and field inspections. The imposition of these sanctions is a follow-up to previous inspections of SPPG units in Region I.
Previously, BGN temporarily closed 492 SPPG units in the Sumatra region starting from 9 March 2026 without a time limit. This closure was due to hundreds of kitchens not yet registering their SLHS.
Deputy Head of the National Nutrition Agency for Communication and Investigation, Nanik Sudaryati Deyang, stated that suspended SPPG units for not registering SLHS will not receive incentives. “(They) will not receive (incentives),” Nanik said on Monday, 9 March 2026.
Nanik explained that SPPG units will remain closed until they register their SLHS, which is a standard requirement for kitchen safety and suitability in implementing the free nutritious meals programme.
The government provides facility incentives of Rp 6 million per day without tax deductions to SPPG units for two years. This incentive provision is outlined in the Decision of the Head of the National Nutrition Agency (BGN) Number 244 of 2025 on the Third Amendment to the Technical Guidelines for the Implementation of Government Assistance for the Free Nutritious Meals Programme for the 2025 Fiscal Year.
