Jakarta, CNBC Indonesia - Deputy Head of the National Nutrition Agency (BGN) Nanik Sudaryati Deyang has urged regional heads to participate in monitoring whether the Makan Bergizi Gratis (MBG) meals prepared at the Satuan-Satuan Pelayanan Pemenuhan Gizi (SPPG) in their area meet nutrition guidelines and the budget. She even asked regional leaders to inspect MBG kitchens directly.

She noted that after Presidential Decree (Keppres) No. 28 of 2025 on the Coordinating Team of 17 Ministries and Agencies for MBG Implementation was enacted, regional heads may enter kitchens and even supervise MBG kitchens. Because one member of the Coordinating Team is the Ministry of Home Affairs.

‘So Bapak-Ibu Bupati, Wakil Bupati, Bapak Walikota and Ibu Wakil Walikota become leaders in the region. Would the Camat be allowed to enter? Yes, sir, join in supervising. The Lurah can also enter, sir,’ she added.

‘Because there are 17 Ministries and Agencies involved. That is inked in Keppres No. 28 of 2025. So BGN does not operate alone but involves 17 Ministries and Agencies,’ she said.

In addition to being covered by Keppres No. 28 of 2025, the 17 Ministries and Agencies are also within the scope of Presidential Regulation No. 115 of 2025, on the Governance of MBG Administration. Thus, the presence of regional leaders is very strong to assist BGN in implementing the MBG programme.

‘Termasuk melihat menu, melihat lingkungan, apakah dapur dibangun sesuai juknis. Karena yang terjadi sering juga (dapur) tiba-tiba didemo masyarakat karena dibangun di kawasan perumahan,’ she explained.

According to her, with Keppres No. 28 of 2025, regional heads can be involved in MBG implementation, both for acceleration and supervision. After all, the Tauwas (Monitoring and Supervision) Deputy Team of BGN, numbering only 70 people, cannot possibly supervise thousands of kitchens from Sabang to Merauke perfectly.

Nanik also emphasised that every SPPG must absorb food produced by local farmers, breeders, fishermen and micro, small and medium enterprises (MSMEs). Therefore, regency and city governments are required to promote the use of locally sourced ingredients.

The obligation for SPPG to absorb local foods and the obligation for local governments to promote the use of local foods in their regions are set out in Presidential Regulation No. 115 of 2025. The regulation was issued on 17 November 2025.

‘Menurut Perpres 115 itu harus dari lokal. Nggak boleh dari daerah lain. Yang disalahanin Kepala Daerahnya loh nanti (kalau tidak memakai bahan pangan lokal),’ she said.

With firm terms, Nanik stated that BGN will sanction SPPG that refuse to comply with the rules. They will even close SPPG that are unwilling to accept food from local farmers, breeders, fishermen, or MSMEs.

‘We will close them if they do not use local foods. So closing a kitchen is not only due to KLB matters. If they do not use local foods, we will close them as well,’ she said.
