JAKARTA - The Head of the National Nutrition Agency (BGN), Dadan Hindayana, stated that Satuan Pelayanan Pemenuhan Gizi (SPPG) or MBG kitchens can still receive incentives even if they are under suspension or temporary operational halt.

Dadan explained that the status of incentive provision to SPPG is determined based on the cause and level of violation that occurred.

“If the suspension occurs due to a technical error at the kitchen implementation level, for example, not following standard operating procedures (SOP) such as cooking processes that are too rushed, then the SPPG can still receive incentives despite being suspended,” said Dadan in a press statement on Wednesday (29/4/2026).

In this case, said Dadan, the error is deemed operational in nature and can still be corrected without indications of systemic violations.

“Therefore, such SPPG units are not entitled to receive incentives,” Dadan emphasised.

The same applies if a food safety incident is triggered by non-fresh raw materials or errors from partners as raw material suppliers.

“Including if there are unhealthy practices such as supplier monopolies or price manipulation, they clearly cannot receive incentives,” he stated.

“For example, when there is major renovation or significant repairs that prevent the SPPG from functioning normally,” he added.

He then detailed the categories of suspensions that form the basis for assessing incentive provision.

First, prominent incidents not caused by the aid recipient’s negligence still receive incentives.

Second, prominent incidents caused by the aid recipient’s negligence do not receive incentives.

Third, non-prominent incidents requiring minor improvements still receive incentives.

According to him, the major suspension refers to conditions where the SPPG requires numerous fundamental improvements that cannot be completed in a short time.

“The repairs could take one month or more because they involve quite extensive aspects, both in terms of facilities, systems, and operational readiness,” he said.
