JAKARTA, KOMPAS.com - The Head of the National Nutrition Agency (BGN), Dadan Hindayana, has emphasised that every procurement process for the Free Nutritious Meals (MBG) programme has been approved by the Ministry of Finance.

“In the payment process, everything is approved by the Ministry of Finance,” said Dadan on Thursday (9 April 2026), quoted from Antara.

Dadan explained that the use of the budget for the Free Nutritious Meals (MBG) programme is carried out through mechanisms involving various institutions, including the Ministry of Finance (Kemenkeu).

The same mechanism is also applied in the budget discussion process up to the budget unblocking stage.

“In the budget discussion and the unblocking process, as it is a priority programme, it is also done tripartitely,” said Dadan.

At the procurement stage, Dadan mentioned that there is a review process by the government’s internal supervisory apparatus (APIP) to ensure all procedures comply with applicable regulations, as well as the payment process which is inseparable from supervision and must go through approval from the Ministry of Finance.

Meanwhile, technically, the role of the Ministry of National Development Planning/Bappenas focuses more on evaluating the results or outputs (result/RO) of the programme, not on the detailed technical specifications of procurement.

With this mechanism, BGN ensures that all state financial management runs transparently, accountably, and in accordance with applicable regulations.

Previously, Finance Minister Purbaya Yudhi Sadewa stated that the Ministry of Finance had once rejected budget proposals for procuring computers and operational motorcycles for the MBG programme.

“As far as I know, last year there was also a proposal for motorcycles and computers, I think, but it was rejected,” said Purbaya to the media at the Ministry of Finance in Jakarta on Tuesday (7 April 2026).

Purbaya emphasised that the rejection does not mean procurement is not allowed, but rather that the government wants to ensure the main focus of the MBG programme remains on providing food to the community.

The use of BGN’s budget has recently come under scrutiny following the procurement of 21,000 electric motorcycle units priced at Rp 42 million each, intended for the operational needs of the Nutrition Fulfilment Service Unit (SPPG) heads.

Purbaya acknowledged that he only recently learned about this procurement using the 2025 budget.

Purbaya also assured that BGN will not purchase electric motorcycles priced at Rp 42 million again in 2026.
