BGN Admits Electric Motorcycle Budget Was Once Blocked, Only Unblocked Last October

The National Nutrition Agency (BGN) has provided clarification regarding the procurement of 21,801 electric motorcycle units, which was previously rejected by Finance Minister Purbaya Yudha Sadewa. BGN stated that the budget was temporarily blocked and the block was lifted in October 2025.

Citing detikFinance, BGN Head Dadan Hindayana claimed that the entire electric motorcycle procurement process complied with regulations. He explained that the BGN budget in the 2025 State Revenue and Expenditure Budget (APBN) included provisions for two-wheeled motorcycles.

“I need to clarify this. In the APBN, the BGN budget includes the procurement of two-wheeled motorcycles, and until October, the funds were in a blocked status. The block was lifted in October,” Dadan said in an exclusive interview with detikcom, quoted on Friday (24/4/2026).

Dadan stated that BGN could not handle the procurement process alone. He also dismissed rumours that the electric motorcycle procurement for the Free Nutritious Meals (MBG) programme was conducted unilaterally without the Ministry of Finance’s approval.

“You should know that in state financial management, we cannot act alone. We cannot act alone. So everything in the planning certainly requires approval. When unblocking, there is approval. When executing, there is approval. So for state budget management, you are never alone. It’s impossible to do it alone,” he said.

Dadan noted that, besides the Ministry of Finance, the budget unblocking process was conducted through a tripartite forum involving the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas).

“When the budget is available, it must then be made accessible, and to make it accessible, the block must be lifted. When lifting the block, there is a tripartite forum (between) the Ministry of Finance, Bappenas, and BGN,” he said.

“So those three parties agree that the block can be lifted. When the process is carried out, there is an upward review. That too must be fought for from the Ministry of Finance (Kemenkeu). Once this process has occurred and there is a contract, then payment is made by Kemenkeu,” he continued.

Dadan assured that all processes are transparent and known to Kemenkeu. “Of course, the funds cannot be used without Kemenkeu’s approval,” he said.

Previously reported, Purbaya said the electric motorcycle procurement budget for MBG had been submitted before he became minister.

“Last year, there might have been a miscommunication from my subordinates to me. As I recall, I asked if it had been rejected, but it turned out some had already passed. It might have been submitted before I became minister, so I didn’t know,” Purbaya told reporters at his office in Central Jakarta on Thursday (9/4/2026).

Purbaya assured that there would be no more electric motorcycle procurement for MBG in 2026. He had confirmed this with BGN.

“I asked last night, is there any this year? No. So this year, there are no more purchases,” he said.
