Jakarta Governor Pramono Anung has emphasised that tackling illegal waste dumping requires more than just penalising those who dump or stockpile rubbish indiscriminately. The government also intends to regulate businesses within the hotel, restaurant, and cafe sector, known as Horeka.

He stated that the Horeka sector is a significant source of the problem because many business operators utilise private waste management services that are deemed not to be fully accountable.

“The primary issue regarding waste involves Horeka: hotels, restaurants, and cafes. They use various private services, most of which are not fully responsible,” Pramono said at Balairung, Jakarta, on Thursday (3/9).

Consequently, enforcement will not only be directed at those stockpiling or dumping waste in unauthorised locations. The Jakarta Provincial Government will also target the businesses that employ these waste management services.

“Therefore, our enforcement will not only be against those who stockpile or place waste anywhere, but we will also regulate the Horeka sector,” he added.

Pramono noted that waste management must be handled comprehensively. He assessed that waste management in Jakarta is showing better progress, despite facing various challenges.

One such improvement is seen in the reduction of waste volume sent to the Bantargebang landfill. Pramono mentioned a decrease of approximately 500 tonnes per day following the Jakarta Provincial Government’s implementation of Governor’s Instruction Number 5 of 2026 regarding waste sorting.

“Currently, there is a significant decrease in figures at Bantargebang. It has dropped by roughly 500 tonnes per day,” he said.

The Jakarta Provincial Government is also preparing organic and inorganic waste processing, including facilities in Cilangkap, which will be developed for various waste processing utilisation needs.
