Beware of Marriage Registration Scams Impersonating KUA: Recognise the Modus Operandi

The Ministry of Religious Affairs has urged the public to be cautious of marriage registration scams that impersonate Kantor Urusan Agama (KUA) offices. Citizens are advised to heighten their vigilance and exercise caution when receiving information.

Quoting the Kemenag website, the scam modus operandi, which masquerades as KUA and online marriage registration services, has occurred in Banten and Central Java. Perpetrators use fake identities, official Ministry of Religious Affairs logos, and demand payments via unofficial QRIS.

Director of KUA Development and Sakinah Family, Ahmad Zayadi, stated that all marriage registration processes must be conducted through official Ministry of Religious Affairs channels.

“All marriage registration services must be verified through official Ministry of Religious Affairs channels. The public should not easily trust parties that contact them personally and request certain payments outside official procedures,” said Ahmad Zayadi in Jakarta on Tuesday (12/5/2026).

He explained that the Ministry of Religious Affairs has received reports of irresponsible parties using the identity “KUA HUMAS-032” to contact prospective brides and grooms. The perpetrators include the Kemenag logo, links to the Marriage Management Information System (SIMKAH) services, and marriage registration information to make it appear convincing.

According to Zayadi, all official marriage administrations are processed through SIMKAH and the Kemenag PUSAKA Superapps application. Through this system, data on prospective brides and grooms, akad locations, and payment statuses are automatically integrated and transparent.

Marriages at KUA During Working Hours Are Free

Prospective brides and grooms conducting akad marriages outside KUA will receive an official e-Billing for State Revenue Non-Tax (PNBP) amounting to Rp600,000. This document includes the couple’s identities, akad date, billing code, and the issuing KUA name.

“If the akad marriage is conducted at KUA during working hours, no fees are charged. Therefore, the public must understand the basic provisions to avoid being exploited by unscrupulous individuals demanding payments outside official mechanisms,” said Zayadi.

Zayadi added that official PNBP marriage payments are only made through banking channels and official digital payment methods partnered with the government. Thus, the public must ensure every transaction uses the official billing code from the Ministry of Religious Affairs system.

2026 Marriage Administration Requirements

For you and your partner planning to marry this year, it is mandatory to know the administration requirements for registering marriage at KUA. These requirements are based on Minister of Religious Affairs Regulation (PMA) No. 30 of 2024.

Based on information from Bimas Islam, here are the administration requirements for marriage needs in 2026.

  • Marriage referral letter from the village/sub-district where the prospective bride and groom reside (catin)

  • Passport photos with blue background: 4x6 size 5 sheets, 2x3 size 5 sheets along with softcopy

  • Photocopy of birth certificate

  • Photocopy of identity card (KTP)

  • Photocopy of family card

  • Marriage recommendation letter from the local KUA for catin holding the marriage outside their residential sub-district

  • Health certificate from a health facility

  • Consent letter from catin

  • Written permission from parents or guardian (for catin under 21 years old)

  • Marriage dispensation certificate from the court for catin under 19 years old (calculated on the akad date)

  • Death certificate for widowers/widows from death divorce

  • Court determination for polygamy permission from the religious court (for husbands intending to have more than one wife)

  • Permission letter from superior or unit for TNI/Polri

  • Divorce certificate for widowers/widows from living divorce

Notes:

  • Registration must be done at least 10 working days before the akad is conducted. Less than that time, catin must obtain a dispensation letter from the sub-district head or make a stamped statement letter accompanied by reasons.

  • Akad marriage at KUA is conducted on working days and hours, upon catin request and KUA Head/PPN approval. Akad marriage can be conducted outside KUA or outside working days and hours.

  • Every catin must attend Pre-Marital Counselling.

  • Marriage registration is increasingly easy through SIMKAH.
