JAKARTA, KOMPAS.com - Tulungagung Regent Gatut Sunu Wibowo is alleged to have conditioned and influenced the procurement process for goods and services within the Tulungagung Regency Government, in addition to allegedly extorting local government officials or regional apparatus organisations (OPDs). “Gatut Sunu is also alleged to have arranged the procurement of goods and services by conditioning tender winners and directly appointing certain contractors for several work packages in OPDs,” stated Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, during a press conference at the KPK’s Red and White Building on Saturday (11/4/2026). Based on initial examinations, Gatut is alleged to be involved in two procurements of goods and services. First, the procurement of medical equipment for Tulungagung General Hospital. Additionally, Gatut is alleged to be involved in the procurement of cleaning and security services. “Gatut is also alleged to have arranged for certain contractors to win the procurement of cleaning service and security provision in OPDs of Tulungagung Regency,” said Asep. The KPK has designated Tulungagung Regent Gatut Sunu Wibowo and his aide Dwi Yoga Ambal as suspects in the alleged extortion and other unlawful receipts case. “The KPK has named two suspects: Gatut Sunu Wibowo as Regent of Tulungagung for the 2025-2030 period and Dwi Yoga Ambal as the regent’s aide,” stated Deputy for Enforcement and Execution of the KPK, Asep Guntur Rahayu, during a press conference at the KPK’s Red and White Building on Saturday (11/4/2026). The officials were reportedly asked to sign statements of readiness to resign from their positions and as civil servants without including dates. These letters are alleged to have then been used as leverage against OPD heads to meet the regent’s demands, including when asked for money contributions. In practice, Gatut is also alleged to have demanded funds from 16 OPDs for various reasons. Before withdrawing funds from OPDs, Gatut is said to have first increased their budgets. Gatut is alleged to have demanded up to 50 percent shares from each budget increase in OPDs. The fund withdrawals were carried out by Gatut’s aide, Dwi Yoga Ambal, who in execution often treated the OPDs like debtors. Gatut and Yoga have been immediately detained at the KPK Detention Centre for the next 20 days for investigation purposes. They face threats under Article 12e or 12B of Law 31 of 1999 on the Eradication of Corruption in conjunction with Article 20c of Law 1 of 2023 on the Criminal Code.
