Bengkulu Law Ministry oversees refinement of South Bengkulu Retribution Bylaw

The Bengkulu Regional Office of the Ministry of Law is overseeing the refinement of the South Bengkulu Regency’s Draft Regional Regulation (Raperda) on Levies to ensure the proposed rules align with statutory provisions and provide legal certainty in their implementation. “We will immediately issue a letter of completion of harmonisation as a form of support for accelerating the establishment of quality, harmonious regional regulations that provide legal certainty in the implementation of regional levy collection in South Bengkulu Regency,” said Tongam Renikson Silaban, Head of the Division of Legislation and Legal Development at the Bengkulu Ministry of Law Regional Office, on Thursday. The harmonisation, integration and consolidation of the draft regional regulation’s conception has been completed by the Bengkulu Ministry of Law Regional Office. The harmonisation was carried out based on the Letter of the Regional Secretary of South Bengkulu Regency Number 500/41/B.3/2026 concerning the Request for Harmonisation of the Draft Regional Head Regulation of South Bengkulu Regency for 2026. Edwin Permana, Head of the South Bengkulu Regency Regional Revenue Agency, explained that the drafting of the Raperda on Procedures for Collecting Regional Levies has urgency as a technical guideline for effective, orderly and accountable levy collection. Additionally, the regulation is needed to align the governance of regional levy collection with higher statutory provisions, particularly those governing regional taxes and levies. The Harmonisation Working Team of the Bengkulu Ministry of Law Regional Office subsequently presented the results of its analysis of the draft regulation, both from the aspect of drafting technique and material substance. In terms of writing technique, adjustments were made based on the provisions for establishing legislation, while from the substance aspect, alignment was carried out with South Bengkulu Regency Regional Regulation Number 1 of 2023 on Regional Taxes and Levies and Government Regulation Number 35 of 2023 on General Provisions for Regional Taxes and Levies. The discussion concluded that the South Bengkulu Regency Raperda does not conflict with higher or equivalent statutory regulations, so it can proceed to the next stage of deliberation.
