Bengkulu High Prosecutor's Office Names Four New Suspects in Musi Hydroelectric Power Plant Corruption Case

Bengkulu City (ANTARA) – The Special Crimes Unit (Pidsus) of the Bengkulu High Prosecutor’s Office has once again named four new suspects in connection with alleged corruption related to the Replacement of the Main Control System (SKU) and AVR system of the Musi Hydroelectric Power Plant in Bengkulu Province from 2022 to 2023.

The four suspects are Tulus Sadono, Director of PT Yokagawa Indonesia; Syaifur Rijal, Sales Manager of PT Yokagawa Indonesia; Osmond Pratama Manurung, Sales Engineer at PT Yokagawa Indonesia; and the Director of PT Austindo Prima Daya Abadi.

Austindo Prima Daya Abadi and PT Yokogawa Indonesia, both of which are third parties,” said Denni Agustian, Acting Head of the Legal Information Section of the Bengkulu High Prosecutor’s Office, accompanied by Pola Martua Siregar, Head of the Investigation Section of the Bengkulu High Prosecutor’s Office, in Bengkulu City on Wednesday.

He said that the three suspects, namely Tulus Sadono, Syaifur Rijal, and Osmond Pratama Manurung, colluded with other parties to manipulate prices for the replacement of the Musi Hydroelectric Power Plant’s Main Control System by submitting a price offer of IDR 29.40 billion to PT PLN Persero UIK SBS, excluding 11% VAT.

This price then became the reference value for the contract by the Implementing Officer of Procurement at PT PLN UIK SBS Palembang, even though the actual selling price of the Main Control System from PT Yokogawa Indonesia to PT Hensan Andalas Putera was IDR 17.23 billion.

With this modus operandi, it raises suspicions of financial losses for the state and undue profits for the KSO PT Citra Wahana Sekar Buana and PT Hensan Andalas Putera amounting to IDR 11.66 billion.

“This profit is the profit margin exceeding 10 percent, as determined by certain parties,” he said.

Furthermore, Denni said that the other suspect, Erik Ratiawan, as Director of PT. Austindo Prima Daya Abadi, colluded with the Director of PT. Truba Engineering Indonesia, allegedly illegally to gain profit by submitting a price offer for the replacement of AVR equipment for the Musi Hydroelectric Power Plant in Bengkulu in 2022 to the Implementing Officer of Goods or Services Procurement at PT PLN UIK SBS Palembang amounting to IDR 21.86 billion.

However, after negotiating, the price became IDR 20.52 billion, and this price was stated in the contract, even though the actual purchase price of PT. Austindo Prima Daya Abadi from PT Emerson Indonesia was only IDR 15.79 billion, including site installation and training.

After a series of actions carried out by the suspects, it raises suspicions of financial losses for the state and undue profits for the KSO PT Austindo-Truba Engineering amounting to IDR 2.69 billion, because this profit is the profit margin exceeding 10 percent, as determined by certain parties.

“We continue to investigate other parties involved, and it is possible that there will be other suspects,” he said.

Previously, the investigators of Pidsus at the Bengkulu High Prosecutor’s Office had named two suspects, namely Nehemia Indrajaya, Director of PT Truba Engineering Indonesia, and Daryanto, Vice President of O And M Planning and Control V at PT PLN Indonesia Power, in the alleged corruption case of the Musi Hydroelectric Power Plant.
